179 <br />Regular Meeting November 9, 1998 Page 3 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE SMEU BUILDING <br />RENOVATION PROJECT; AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved for adoption of the Ordinance on emergecy <br />and Ms. Hughson seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, WAIVING PERMIT FEES FOR CONSTRUCTION WORK RELATED TO <br />DAMAGE FROM THE RECENT FLOODING; AND DECLARING AN <br />EMERGENCY. <br />Mr. Doiron moved for adoption of the Ordinance on emergency and <br />Mr. Hernandez seconded the motion. Mr. Cox moved to amend to <br />set a time limit to be by September 30, 1999 (Section 1) and Ms. <br />Hughson seconded the motion, which passed unanimously. The <br />Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Moore introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE ADVERTISING PROGRAM <br />WITH TANGER OUTLET CENTER; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Doiron filed a disclosure affidavit with the City Secretary <br />and left the Chambers. Mr. Mihalkanin moved for approval of the <br />Ordinance on first reading and Mr. Moseley seconded the motion. <br />The Council received a request from Prime Retail to be <br />considered for allocation of these advertising funds. The <br />Council indicated they wanted to review the information from <br />Prime and would then be able to consider their request at second <br />reading. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Moore, Moseley, Cox. <br />NAY: Hughson, Hernandez. <br />ABSTAIN: Doiron. <br />Mayor Moore introduced for consideration approval of minutes of <br />the Emergency Meeting held October 23, 1998, and the Regular <br />Meeting held October 26, 1998, approval of two Ordinances on <br />second reading, adoption of three Ordinances on third and final <br />reading, and adoption of seven Resolutions on consensus. Mr. <br />Hernandez moved for approval of the minutes of the Emergency <br />Meeting held October 23, 1998 and Regular Meeting held October <br />26, 1998, for approval of the two Ordinances on second reading, <br />for adoption of the three Ordinances on third and final reading <br />and adoption of seven Resolutions on consensus and Mr. Moseley <br />seconded the motion, which passed unanimously (Item 9.D.[7], <br />adoption of Resolution, affidavits of disclosure filed by Mayor <br />Moore and Council Members Mihalkanin, Hughson and Hernandez, <br />Council Members Hughson and Hernandez voting Nay to this same <br />item and Mayor Moore abstaining). The captions of the <br />Ordinances and Resolutions read as follows: <br />Approval of Ordinances on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 2.041 OF THE CITY CODE TO PROVIDE <br />FOR CITY COUNCIL MEETINGS TO BEGIN AT 7:00 P.M.; AMENDING
