Moore <br /> <br />Mayor Pro-Tern Joe B. Cox, Jr. <br />Council Members Ed Mihalkanin <br />Jane Hughson <br />Louis Doiron <br />Earl Moseley, Jr. <br />Rick Hernandez <br /> <br />City Manager Larry D. Gilley <br />Deputy City Manager Laura Huffman <br />City Secretary Janis K. Womack <br />City Attorney Mark B. Taylor <br />Fire Chief Dan O'Leary <br />Director of Planning & Development Services Ron Patterson <br />Director of Engineering Stephen Jenkins <br />Director of Finance Bi1l White <br /> <br /> <br />Others Present: Peter Brown, Sarah Z. De Los Santos, Susan Cunningham, Nick Icossipentarhos, <br />Melissa Millecam, John Cooper, Marsha Cooper, Bob Ronson, Collette Duran, John <br />Holtermann, Kathryn Rich, Mario Gutierrez, Mark Brinkley and others. <br /> <br />Mayor Moore called the meeting to order at 7:30 p.m. <br /> <br />Mayor Moore introduced the ten-minute citizen comment period. Nick Icossipentarhos stated his <br />thanks to City Staff and volunteers who helped during the flood. Robert Michael stated there is <br />a problem at the Activity Center regarding the swimming pool. He has been told that several <br />individuals in the community have become ill due to the pool and the current pool manager is not <br />operating the pool correctly. <br /> <br />Mayor Moore introduced for consideration three appointments to the Human Development <br />Commission. The Council had no nominations, and this will be rescheduled at the next regular <br />Council Meeting in November. <br /> <br />Mayor Moore introduced for consideration an Ordinance on emergency, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-] 999 <br />FISCAL YEAR TO PROVIDE FUNDING FOR FLOOD RELIEF PURPOSES; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Doiron moved for approval of the Ordinance on emergency and Ms. Hughson seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Moore introduced an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 2.041 OF THE CITY CODE TO PROVIDE FOR <br />CITY COUNCIL MEETINGS TO BEGIN AT 7:00 P.M.; AMENDING SECTION 2.043 <br />TO PROVIDE FOR APPROV AL OF RULES OF PROCEDURE FOR COUNCIL <br />MEETINGS BY RESOLUTION; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Moseley moved for approval of the Ordinance on first reading and Mr. Mihalkanin seconded <br />the motion.
