Mayor Moore introduced an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE 2, FAIR HOUSING, OF CHAPTER 46, HUMAN RELATIONS, OF THE CITY CODE TO UPDATE THE CITY'S FAIR HOUSING REGULATIONS; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Moore introduced an Ordinance to be removed from the table and considered on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE 3, BOARDS, COMMITTEES AND COMMISSIONS, OF CHAPTER 2, ADMINISTRATION, OF THE CITY CODE BY ADDING A DIVISION 16 TO ESTABLISH A NEW ARTS COMMISSION; AMENDING CITY CODE SECTION 2.352(b) TO REMOVE OVERSIGHT OF ARTS FUNDING FROM THE DUTIES OF THE CONVENTION AND VISITORS BUREAU BOARD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Mihalkanin moved for removal from the table and approval of the Ordinance on third and final reading and Mr. Doiron seconded the motion. Ms. Hughson moved to amend Section 2.361 (b) to add "In consultation with the arts community,..." and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Moore moved to amend Section 2.360 (b) to read "The City Council wi1l endeavor to appoint persons to this commission who represent a variety of artistic interests..." and Mr. Hernandez seconded the motion. Mayor Moore and Mr. Hernandez withdrew the motion. Mayor Moore then moved to amend Section 2.360 (b) to read, " The City Council wi1l endeavor to appoint persons to this commission who represent a variety of the arts..." and Mr. Doiron seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Ordinance on third and final reading. Mayor Moore introduced for consideration the consent agenda including approval of the Minutes of the Regular Meeting held October 12, 1998, approval of the Minutes of an Emergency Meeting held October 21, 1998, approval of three Ordinances on second reading, approval of one Ordinance on third and final reading, approval to remove from the table and adopt one Ordinance on third and final reading, and adoption of eight Resolutions on consensus. The Council removed items 8.B. (1), adoption of the Minutes of the Regular Meeting held October 12, 1998; 8.C., adoption of an Ordinance on third and final reading and 8.E. (6), adoption of a Resolution, to be considered separately. Mr. Mihalkanin moved for approval of the Minutes of the Emergency Meeting held October 21, 1998 (Mr. Doiron abstaining), approval of the three Ordinances on second reading, removal from the table and adoption of an Ordinance on third and final reading and adoption of the remaining seven Resolutions on consensus. Mr. Hernandez seconded the motion, which passed unanimously (Mr. Doiron abstained to minutes of Emergency Meeting held October 21, 1998; Mr. Moseley voting Nay to Item S.B [1], approval of Ordinance on second reading; Ms. Hughson and Nlr. Doiron voting Nay to Item S.B. [5], adoption of Resolution).
