Mr. Moseley will make his <br />appointment of one Neighborhood Association at the next meeting. <br />Mayor Moore introduced for consideration approval of four <br />appointments to the Convention and Visitors Bureau. Mr. <br />Hernandez moved to appoint one Council Member - Ed Mihalkanin, <br />Ms. Hughson moved to reappoint one Neighborhood Association - <br />Paul Mayhew, Mr. Cox moved to reappoint one Heritage Association <br />- Curtis Parkerson, and Mr. Mihalkanin moved to reappoint one <br />Hospitality Association - Elizabeth Ferguson, which passed <br />unanimously (Mr. Mihalkanin voting aye on each appointment <br />except abstaining from the appointment of the vote of himself <br />made by Mr. Hernandez). <br />Mayor Moore introduced for consideration approval of one <br />appointment to the Clean Air Force Board of Directors. Ms. <br />Hughson moved to appoint Joe B. Cox, Jr. and Mr. Moseley <br />seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley, <br />Hernandez. <br />NAY: None. <br />ABSTAIN: Cox. <br />Mayor Moore is currently serving on this Board. Mr. Moseley <br />stated if the Board only needs one appointment from San Marcos <br />that Mayor Moore be our main representative and Mr. Cox our <br />alternate member. <br />Mayor Moore introduced for consideration approval of an <br />appointment to the Hays County Parks and Recreation Kickoff <br />Committee. Mr. Mihalkanin moved to appoint Rodney Cobb, which <br />passed unanimously. <br />Mayor Moore introduced a public hearing regarding an annexation, <br />the caption which was read as follows: <br />AN ANNEXATION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND <br />CONTAINING 97.773 ACRES, MORE OR LESS, LOCATED ADJACENT TO <br />THE INTERSECTION OF THE 1200 AND 1300 BLOCKS OF OLD <br />MARTINDALE ROAD; APPROVING A SERVICE PLAN FOR THIS TRACT; <br />PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished <br />to speak. Darby Wright stated his property is next to this <br />tract, some of the neighborhood is present at this meeting and <br />they are concerned about the type of development to occur. <br />There is now an existing housing project three blocks away, and <br />they have problems with graffiti and some break-ins. They do <br />not want a development that will decrease the value of their <br />property or possibly make their neighborhood unsafe. He stated <br />he is also opposed to a development of this size so close to the <br />river and the runoff it could cause. Robert Hager stated his <br />business is located adjacent to this property with only an <br />easement in between. He stated the property is ideal for
