He stated there is poor access and poor <br />roadway conditions with the entrance to Old Martindale Road from <br />River Road being narrow. He hopes a less intense development is <br />planned than what he has heard and stated middle income housing <br />would be a better use with less intensity than manufactured <br />homes. He believes this is a prime tract of property. Mark <br />VanCleaf stated he is representing the owners (Nicols and Myer) <br />of this property. He stated the plan is for a single-family <br />development with mobile homes or manufactured homes and feels <br />there is a need for this housing. He stated they will follow <br />the River Corridor Ordinance requirements and not request any <br />variances. He stated the owners of the property are both long <br />time residents of Hays County. Daniel Huff stated he is <br />employed at the business next to this property. He also stated <br />there had been break-ins and graffiti, but this was not a bad <br />neighborhood. He did not think this would be a good location <br />for low income housing. Mrs. Kathryn Rich advised the sewer <br />plant is also close to this property. No one else wished to <br />speak, so the public hearing was closed. <br />Mayor Pro-Tem Cox introduced for consideration a public hearing <br />and adoption of a Zoning Ordinance, the caption which was read <br />as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING A 1.293 ACRE TRACT OF PROPERTY LOCATED AT 1600 <br />POST ROAD, FROM "I" (INDUSTRIAL DISTRICT) TO "C-2" (HEAVY <br />COMMERCIAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mr. Cox opened the public hearing and asked if anyone wished to <br />speak. Mark VanCleaf stated he is representing the owner of the <br />property, who wants to build mini warehouses. No one else <br />wished to speak, so Mr. Cox closed the public hearing. Ms. <br />Hughson moved for adoption of the Zoning Ordinance and Mr. Cox <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE 2, MASTER PLAN, OF CHAPTER 102, <br />PLANNING, OF THE CITY CODE TO AMEND THE SAN MARCOS HORIZONS <br />CITY MASTER PLAN ADOPTED IN SECTION 102.026 BY ADOPTING A <br />NEW CHAPTER 4, ANNEXATION REVIEW PLAN; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Patterson advised this is a plan of possible areas to <br />consider and is needed in planning for future capital <br />improvements and noticing the areas of the City's plans. Mayor <br />Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. <br />Mr. Doiron moved for approval of the Ordinance on first reading <br />and Mr. Mihalkanin seconded the motion, which passed <br />unanimously.
