49 <br />Regular Meeting September 14, 1998 <br />Page 4 <br />Mayor Moore introduced for consideration adoption of an <br />Ordinance on.emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING THE TAX RATE FOR THE 1998 TAX YEAR; LEVYING <br />TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT <br />OF THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1998; <br />AND ENDING SEPTEMBER 30, 1999; PROVIDING A SINKING FUND FOR <br />THE RETIREMENT OF THE BONDED DEBT OF THE CITY; AND <br />DECLARING AN EMERGENCY. <br />Mr. Cox moved for adoption of the Ordinance on emergency and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON <br />OCTOBER 1, 1998 AND ENDING ON SEPTEMBER 3C, 1999; <br />AUTHORIZING CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE <br />APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR 1998-99 <br />CAPITAL IMPROVEMENTS PROGRAM PROJECTS; AMENDING THE TABLE <br />OF POLICE OFFICER POSITIONS UNDER CITY CODE SECTION 2.373 <br />TO ADD SCHOOL RESOURCE OFFICERS AND TO REFLECT THE NEW <br />ORGANIZATION OF THE POLICE DEPARTMENT; INCLUDING PROCEDURAL <br />PROVISIONS; AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved for adoption of the Ordinance on emergency <br />and Mr. Moseley seconded the motion. Ms. Hughson moved to amend <br />Section 6 to change Police "Lieutenant" to Police "Commander" <br />and change "Police Commander" to "Assistant Director," and Mr. <br />Mihalkanin seconded the motion. On roll call the following vote <br />was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Cox, <br />Hernandez. <br />NAY: Moseley. <br />ABSTAIN: None. <br />Mr. Mihalkanin moved to amend the budget to add a second Fire <br />Marshall position and Mr. Doiron seconded the motion. On roll <br />call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron. <br />NAY: Moore, Moseley, Cox, Hernandez. <br />ABSTAIN: None. <br />The motion failed. Mr. Mihalkanin moved to amend the budget to <br />reduce Council Related Items 10-02-5436 from $20,000 to $17,000 <br />and Ms. Hughson seconded the motion. On roll call the following <br />vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Cox. <br />NAY: Moseley, Hernandez. <br />ABSTAIN: None. <br />Mr. Doiron moved to amend the budget to delete Section 5.(d) and <br />Section 5.(e) from this Ordinance (funded from other funds) and <br />Ms. Hughson seconded the motion, which passed unanimously.
