The Council then voted unanimously for <br />adoption of the Ordinance on emergency. <br />Mayor Moore introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING <br />152.18 ACRES, MORE OR LESS, LOCATED ADJACENT TO THE 1100- <br />1300 BLOCKS OF CLOVIS BARKER ROAD AND THE 1100-1200 BLOCKS <br />OF CIVIC CENTER LOOP; APPROVING A SERVICE PLAN FOR THIS <br />TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Moseley moved for approval of the Ordinance on first reading <br />and Mr. Mihalkanin seconded the motion, which passed unanimously <br />(Mr. Hernandez not present to vote on this item). <br />Mayor Moore introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER <br />SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION <br />OF A 20 M.P.H. SCHOOL ZONE AT CERTAIN TIMES IN THE 300 <br />BLOCK OF NORTH STREET; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mr. Mihalkanin moved for approval of the Ordinance on first <br />reading and Ms. Hughson seconded the motion, which passed <br />unanimously (Mr. Hernandez not present to vote on this <br />item). <br />Mayor Moore introduced for consideration an addendum, Item 9.5, <br />approval of an Ordinance on second reading, the caption which <br />was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, INCREASING WATER RATES ESTABLISHED UNDER SECTION <br />86.231 OF THE SAN MARCOS CITY CODE; ESTABLISHING LIFELINE <br />RATES FOR WATER AND WASTEWATER SERVICES UNDER SECTIONS <br />86.231 AND 86.262 OF THE SAN MARCOS CITY CODE; AND <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br />Mr. Mihalkanin moved for approval of the Ordinance on second <br />reading and Mr. Hernandez seconded the motion. Ms. Hughson <br />inquired about Tom McNair's concern regarding the wastewater <br />rate for duplexes and asked if the City could cap this rate at <br />16,000. Mr. Gilley responded typically duplexes are considered <br />commercial enterprise and not family residential. Ms. Hughson <br />stated she would like Staff to look at that issue. Mr. <br />Mihalkanin moved to amend Exhibit A for the water rate to <br />reflect 17% increase instead of 21% and Mr. Moseley seconded the <br />motion. On roll call the following vote was recorded:
