Mr. <br />Moseley moved to appoint Anna Mendoza (Neighborhood <br />Association), which passed unanimously. <br />Mayor Moore introduced for consideration approval of two <br />appointments to the Main Street Advisory Board. Mr. Mihalkanin <br />moved to appoint Viola Stillman (Downtown Business Owner, <br />resides in City) and appoint Martha Hopkins (Downtown resident, <br />resides in City) and Mr. Moseley moved to appoint David Hammons <br />(at large, resides in City). On roll call the following vote <br />was recorded: <br />STILLMAN: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox, <br />Hernandez. <br />HOPKINS: Mihalkanin, Hughson, Cox. <br />HAMMONS: Doiron, Moore, Moseley, Hernandez. <br />Two two new members to the Main Street Advisory Board are Ms. <br />Stillman and Mr. Hammons. <br />Mayor Moore introduced for consideration confirmation of the <br />City Manager's reappointment of Cris Williams to the Civil <br />Service Commission. Mr. Moseley moved for approval and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />Mayor Moore introduced a public hearing regarding an annexation, <br />the caption which was read as follows: <br />AN ORDINANCE OF <br />TEXAS, ANNEXING <br />97.773 ACRES, M, <br />INTERSECTION OF <br />ROAD; APPROVING <br />FOR PUBLICATION <br />THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TO THE CITY A TRACT OF LAND CONTAINING <br />JRE OR LESS, LOCATED ADJACENT TO THE <br />THE 1200 AND 1300 BLOCKS OF OLD MARTINDALE <br />A SERVICE PLAN FOR THIS TRACT; PROVIDING <br />AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished <br />to speak. Darby Wright owns a business, which property adjoins <br />this area and is opposed to this annexation. He has heard the <br />property will be developed as a used mobile home site. He <br />stated the area is a delicate ecosystem and that neighbors <br />oppose this development. There is some crime and graffiti now <br />in the neighborhood and he provided Council pictures. He stated <br />the Council still has time to make the right decision regarding <br />development along the river. He is concerned about pollution of <br />the river, only one entrance to this area and devaluation of the <br />surrounding property. No one else wished to speak, so Mayor <br />Moore closed the public hearing. Mr. Patterson advised no <br />formal application has been made, but informally the possibility <br />of a mobile home park has been discussed. The property is <br />presently designated open-space floodplain. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING A 6.03 ACRE TRACT OF PROPERTY LOCATED IN THE 1300 <br />BLOCK OF WONDER WORLD DRIVE, FROM "PD" (PRE-DEVELOPMENT
