214. Regular Meeting January 8, 2001 Page 3 TO WALTER D. OWEN, JOHN E. MCBRIDE, AND THOMAS TIERNEY; AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE DATE. Mayor Chiu opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Chiu closed the public hearing. Mr. Doiron moved for approval of the Ordinance on first reading and Mr. Moseley seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 463.3 ACRES, MORE OR LESS, LOCATED ADJACENT TO AND SOUTHEAST OF THE 2900 TO 3700 BLOCKS OF IH35 SOUTH; APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Mr. Doiron moved for approval of the Ordinance on first reading and Mr. Moseley seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE SALE OF A PORTION OF RIGHT-OF-WAY LOCATED IN THE 800 BLOCK OF COMANCHE STREET TO SOUTHWEST TEXAS STATE UNIVERSITY; AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL WARRANTY DEED; AND PROVIDING AN EFFECTIVE DATE. Ms. Hughson stated she would abstain from voting on this matter and left the Council Chambers. Ms. Hughson also filed a disclosure affidavit - business entity with the City Clerk. Mr. Doiron moved for approval of the Ordinance on first reading and Mr. Mayhew seconded the motion. On roll call the following vote was recorded: AYE: Doiron, Moseley, Chiu, Cox, Mayhew, Tatum. NAY: None. ABSTAIN: Hughson. Mayor Chiu introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption of the Ordinances reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOT 4, BLOCK 13 OF THE LINDSEY AND HARVEY ADDITION, LOCATED AT 325 NORTH STREET, FROM ~P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO ~MF-3" (MULTI-FAMILY
