He stated <br />the downtown signalization is not synchronized together but is timed to <br />keep traffic moving. Mr. Gilley stated due to electrical outages <br />following the ice storm, the signalization became badly out of synch and <br />TXDOT had to reset the signalization. Improvements have been made in the <br />last couple of weeks. Another issue regarding TXDOT signalization is the <br />long cycles at the intersections of Hwy. 80, Hwy. 123 and Aquarena with <br />IH35. Mr. Gilley stated he has discussed with TXDOT a fixed amount of <br />traffic moving through with longer or shorter cycles. Staff will continue <br />to work with TXDOT to try to resolve this. Ms. Hughson stated that the <br />Edwards' study noted the light cycle is too long and feels that the long <br />cycle promotes running through yellow lights. Ms. Hughson stated in <br />addition to a shorter cycle time, mobility can be improved by green arrow <br />lights on all lights in the City where traffic moves in one direction, <br />then the opposite direction, then cross traffic, such as at Bishop and <br />Hunter Road. Currently, those who do not know how the lights work, wait <br />to turn left when they have the right-of-way. The current signage is not <br />enough, and the green arrow lights would be more explicit. Drivers will <br />then know when they can proceed and not hold up traffic. Mr. Cox asked if <br />the City could become the authority to adjust and operate the traffic <br />lights. Mr. Taylor stated it becomes the obligation of cities with a <br />population of 50,000. Mr. Gilley suggested a letter be drafted on behalf <br />of the City Council to resolve the Council's issues and get this before <br />the proper people at TXDOT so that maybe we can attempt to resolve these <br />problems. Mr. Gilley stated in the recent citizen survey, traffic was an <br />issue, and Staff will contact TXDOT to make improvements. (1) Mr. Doiron stated <br />he would like to agendize Mr. VonderLippe's concern regarding the Bond <br />Oversight Committee. He wants to discuss a Council liaison and agendize <br />an action item regarding the replacement of two positions that have <br />resigned. (2) Ms. Hughson asked where we are regarding establishment of <br />the new Transportation Board that Council has discussed in the past. Mr. <br />Taylor stated he would look into the matter. (3) Mr. Doiron stated Mayor <br />Chiu has been appointed to serve on the Greater Austin Chamber of Commerce <br />Board and the Austin Convention and Visitors Bureau. <br /> <br />Mr. Moseley introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation (Lowman Ranch, Ltd. vs. Tanger Properties); Section <br />551.074, to discuss the duties of a public officer (City Manager). Mr. <br />Doiron moved the Council adjourn into Executive Session at 8:01 p.m. and <br />Ms. Hughson seconded the motion, which passed unanimously. <br />
