Ms. Hughson asked if <br />there can be two routes: one for a short parade, another for a long one. <br />Commander Zerr stated insurance will have to be required, and there would <br />be confusion if more than one location was used. Ron Akin spoke in <br />connection with the Just for Fun Parade. Mr. Akin stated they want to use <br />C. M. Allen with access to the park at 2:00 p.m. and from start to finish <br />would last one hour. Ms. Hughson stated she would not object to allowing <br />the Just for Fun Parade to take place at 2:00 p.m. only for this year and <br />change their time next year. Mr. Akin stated they would do two loops on <br />C. M. Allen and will pay the insurance for themselves and the City. <br /> <br />Mayor Chiu introduced Item 29 removed from the consent agenda, approval of <br />Appeal of Parade Permit Denial, "Just for FunH. Mr. Mayhew moved to <br />reverse the denial and Ms. Tatum seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Chiu introduced a discussion regarding the appointment process for <br />the Planning and Zoning Commission Members. Ms. Hughson suggested instead <br />of drawing lots for the alternates, the Council can make that <br />determination. Mayor Chiu stated it may be more reasonable to train <br />within one year rather than three months. Mr. Cox stated there is merit <br />to the training requirement. Mr. Patterson stated there is a little <br />problem in the training period. The State APA Conference has a 2-1/2 day <br />session annually. The Regional Council of Governments did not provide <br />training for a few years. He recently was advised they would start the <br />courses again. Mr. Mayhew asked how many times a year training was <br />offered, and Mr. Patterson stated appropriate types of training may not <br />always be offered, but there may be as many as six opportunities this year <br />with the Council of Governments' sessions. Mayor Chiu asked Mr. Patterson <br />if a new P&Z member had a little on the job experience prior to the formal <br />training, would it be more beneficial. Mr. Patterson stated a six to <br />twelve months time frame would be good. Ms. Hughson stated she wants the <br />alternates to be prepared to take over: trained and receive the P&Z <br />packets regularly. It was consensus of Council that training should be <br />completed within six months and to add language that the training will be <br />at the City's expense. The Director of Planning is responsible for <br />arranging the orientation and training. Ms. Hughson wanted interested <br />persons to be able to attend the training done locally. Mr. Moseley <br />stated he would like to see the training courses listed that could be <br />considered. Mr. Patterson stated he could list courses that he became <br />aware of, and the only ongoing course available would be the short course <br />offered through the Texas APA. Mr. Mayhew stated he does not want the <br />Council to be restricted from appointing someone if a certain course is <br />not offered. Ms. Hughson stated she is fine with the current wording, as <br />we need to allow some latitude to Mr. Patterson. The Council then <br />discussed filling a vacancy and agreed one alternate needs to be from the <br />ETJ and one from the City. Mr. Mayhew stated it makes sense to have one <br />alternate from ETJ and one from the City unless there are two ETJ members <br />on the P&Z Commission at the same time.
