Mr. Mihalkanin moved to reappoint Irene Hindson, Mr. <br />Montoya moved to appoint Saul Gonzales, Mayor Chiu moved to reappoint <br />Randy Rogers, and Ms. Tatum moved to appoint Rebecca Bell-Metereau as <br />regular members. The Council will reschedule the remaining alternate (City) <br />appointment. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Convention and Visitors Bureau Board. Mr. Mihalkanin moved to appoint <br />John Cooper (Downtown Association), which passed unanimously. <br /> <br />Mayor Chiu introduced the formal public hearing on the proposed FY2001- <br />2002 Budget. Mayor Chiu opened the public hearing. (1) Mike Dishman <br />stated his concern for the lack of funding for the Airport budget. He <br />stated the Airport needs administrative support. There are increases in <br />operating needs. He stated the Airport Master Plan includes 139 <br />certification, and that presently corporate jets cannot land at the San <br />Marcos Airport without this certification. He advised the Council the <br />Airport generates twice as much money as it costs to operate. (2) John <br />Thomaides thanked the Council and McCoy Foundation for the new Animal <br />Shelter. He stated their budget needs to include food, and sometimes <br />there is no food there. He stated there are diseases which occur, such as <br />parvo. When this occurs they destroy all the animals. He asked the <br />Council to please provide food and funding for vaccinations if at all <br />possible. (3) Dianne Wassenich recognized the Council is interested in <br />quality of life. She thanked the Council for the Code Enforcement <br />position. She stated as President of the River Foundation, she thinks the <br />City could save legal fees if the City would work with the Foundation on <br />projects. (4) George VonderLippe stated he is a member of the Bond <br />Advisory Committee. He has reviewed the budget and acknowledges there are <br />some big ticket items, such as staffing the new Fire Station, <br />reconstruction of streets, and the Wonder World Extension project. Mr. <br />VonderLippe noted that appraisals have gone up so even without a tax rate <br />increase, taxes will increase. He further stated he attended a <br />
