<br />139. <br />Regular Meeting <br /> <br />August 13, 2001 <br /> <br />Page 8 <br /> <br />Ms. Hughson moved for approval of the Ordinance on first reading and Ms. <br />Tatum seconded the motion, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on second <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE GRANTING A PERMIT AND CONSENT TO EL PASO GAS <br />TRANSMISSION COMPANY, ITS WHOLLY OWNED SUBSIDIARY CORPORATIONS AND <br />WHOLLY OWNED SUBSIDIARY GENERAL AND LIMITED PARTNERSHIPS, AND THEIR <br />SUCCESSORS, LESSEES OR ASSIGNS, TO MAINTAIN, USE AND OPERATE EXISTING <br />NATURAL GAS AND/OR NATURAL GAS LIQUIDS TRANSMISSION PIPELINES ALONG, <br />ACROSS AND UNDER PUBLIC RIGHTS-OF-WAY IN THE CITY OF SAN MARCOS, <br />TEXAS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Tatum moved for approval of the Ordinance on second reading and Ms. <br />Hughson seconded the motion. Paul Andrews of Soulls and Wallace was <br />present representing El Paso Gas. Mr. Mayhew asked if the pipeline was <br />next to the river, and Mr. Taylor advised it is near the river. Mr. <br />Mayhew asked what studies and tests have been done and what shape are <br />these lines in? Mr. Andrews stated there is an annual report that is <br />required to be filed with Texas Railroad Commission. Mr. Andrews stated <br />if there are specific questions the Council has, it would be helpful to <br />know what they are so they can be prepared to get all the information the <br />Council wants, and advised the Council the lines are intrastate lines. <br />Ms. Hughson stated she wants to know when they were last inspected and <br />what kind of shape they are in. Mr. Mihalkanin stated he wants to know <br />who the contact person is and that address for the next meeting. The <br />Council's questions will be faxed or e-mailed to Mr. Andrews through Mr. <br />Taylor, and answers will be provided at the August 27 meeting. On roll <br />call the following vote was recorded: <br /> <br />AYE: <br /> <br />Montoya, Hughson, Chiu, Mayhew, Tatum. <br /> <br />NAY: <br /> <br />Mihalkanin. <br /> <br />Mayor Chiu introduced for consideration approval of minutes of the Regular <br />Meeting held July 23, 2001, approval of an Ordinance on second reading, <br />adoption of an Ordinance on third and final reading, adoption of ten <br />Resolutions, approval of Change Order No.3 in the amount of $63,267.77 in <br />connection with the Clovis Barker Road Project, approval of Change in <br />Services No.5 in the amount of $18,000.00 with Carter-Burgess for the <br />Posey Road Waterline Project, approval of Change of Services No.5 in the <br />amount of $192,857.66 in connection with the Wonder World Drive Extension <br />Project, and approval of a proposal to consider a property tax rate of <br />$0.4860/$100.00, and to schedule a public hearing on this proposed tax <br />rate on August 27, 2001 at 7:00 p.m. at the Council Chambers at City Hall, <br />630 E. Hopkins Street on consensus. The Council removed Item 30, approval <br />of Change Order No. 3 in connection with the Clovis Barker Road Project, <br />and Item 33, approval of a proposal to consider a property tax rate and <br />
