Mayor Chiu introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE GRANTING A PERMIT AND CONSENT TO EL PASO GAS TRANSMISSION COMPANY, ITS WHOLLY OWNED SUBSIDIARY CORPORATIONS AND WHOLLY OWNED SUBSIDIARY GENERAL AND LIMITED PARTNERSHIPS, AND THEIR SUCCESSORS, LESSEES OR ASSIGNS, TO MAINTAIN, USE AND OPERATE EXISTING NATURAL GAS AND/OR NATURAL GAS LIQUIDS TRANSMISSION PIPELINES ALONG, ACROSS AND UNDER PUBLIC RIGHTS-OF-WAY IN THE CITY OF SAN MARCOS, TEXAS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Ms. Tatum moved for approval of the Ordinance on second reading and Ms. Hughson seconded the motion. Paul Andrews of Soulls and Wallace was present representing El Paso Gas. Mr. Mayhew asked if the pipeline was next to the river, and Mr. Taylor advised it is near the river. Mr. Mayhew asked what studies and tests have been done and what shape are these lines in? Mr. Andrews stated there is an annual report that is required to be filed with Texas Railroad Commission. Mr. Andrews stated if there are specific questions the Council has, it would be helpful to know what they are so they can be prepared to get all the information the Council wants, and advised the Council the lines are intrastate lines. Ms. Hughson stated she wants to know when they were last inspected and what kind of shape they are in. Mr. Mihalkanin stated he wants to know who the contact person is and that address for the next meeting. The Council's questions will be faxed or e-mailed to Mr. Andrews through Mr. Taylor, and answers will be provided at the August 27 meeting. On roll call the following vote was recorded: AYE: Montoya, Hughson, Chiu, Mayhew, Tatum. NAY: Mihalkanin. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held July 23, 2001, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, adoption of ten Resolutions, approval of Change Order No.3 in the amount of $63,267.77 in connection with the Clovis Barker Road Project, approval of Change in Services No.5 in the amount of $18,000.00 with Carter-Burgess for the Posey Road Waterline Project, approval of Change of Services No.5 in the amount of $192,857.66 in connection with the Wonder World Drive Extension Project, and approval of a proposal to consider a property tax rate of $0.4860/$100.00, and to schedule a public hearing on this proposed tax rate on August 27, 2001 at 7:00 p.m. at the Council Chambers at City Hall, 630 E. Hopkins Street on consensus.
