Ms. Hughson moved to appoint <br />Fraye Stokes as Alternate 2 to fill a vacancy, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to <br />complete a vacancy on the Drainage Advisory Board in Sector 6. No names <br />were placed in nomination, and this will be rescheduled. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to <br />complete a vacancy on the Library Board. Mr. Moseley moved to appoint <br />Melvia Randle and Mr. Mayhew moved to appoint Dr. James Wilson. Mr. Doiron moved to appoint Barbara <br />Fielder, Mayor Chiu moved to appoint Allyn Gill, Mr. Cox moved to appoint <br />John Thomaides and Mr. Mayhew moved to appoint Bibb Underwood, which <br />passed unanimously. <br /> <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />READOPTING AND CONTINUING ARTICLE 3, CURFEW, OF CHAPTER 54, <br />MISCELLANEOUS OFFENSES, OF THE CITY CODE IN ACCORDANCE WITH STATE <br />LAW; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Chiu closed the public hearing. Mr. Doiron moved for <br />approval of the Ordinance on first reading and Mr. Moseley seconded the <br />motion. Chief Griffith stated the Ordinance was first adopted in 1997, <br />and that year 221 citations were issued, and in 2000 81 citations were <br />issued. He stated the community has become well aware of the curfew and <br />recommends the City continue to have the curfew. The Council voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Chiu introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2000-2001 CITY BUDGET TO PROVIDE FUNDING FOR THE SAN <br />MARCOS REGIONAL PARK PRESERVE PROJECT; AND DECLARING AN EMERGENCY. <br />
