One area that has not yet <br />been developed is an existing parking lot in the area of Ace Hardware, <br />Wells Fargo and Ted Breihan Electric. The area could provide considerable <br />parking and is now partially vacant. They recommend there possibly be a <br />three-way commitment of the City, County and Wells Fargo. This would free <br />up some downtown parking, and they recommend the City investigate this <br />possibility. Ms. Hughson wanted to know how many more spaces that would <br />provide, and Mr. Gilley advised Ms. Franks has a drawing of the area, <br />which would provide approximately 150-200 spaces. Ms. Hughson asked if it <br />was proposed for shoppers to park there or business staff, and Mr. Maysel <br />stated it would probably be both. Ms. Hughson indicated she did not think <br />shoppers would be interested in parking a long way from downtown but if <br />employees would park there, that would free up some on-street parking for <br />shoppers. Mayor Chiu stated he would like to meet with Mr. Maysel and Mr. <br />Lupe Carbajahl on this subject. Mr. Cox stated another aspect he would <br />like to discuss that the Main Street Advisory Board recently discussed was <br />the Bonner and Carrington Development on N. LBJ where variances were <br />requested in parking requirements. Mr. Maysel stated they have proposed a <br />multi-story, multi-use development. The proposal is for a four to eight <br />story building and up to 400 apartments. They have requested a variance <br />of one space per head on the lease. They received this variance and a <br />specific use permit from ZBOA and the Planning and Zoning Commission the <br />same night. Mr. Mayhew thanked the Parking Committee for the work they <br />have done and stated he is interested in seeing what Mayor Chiu proposes. <br />Mr. Cox asked if Chief Griffith could report on the ticketing program and <br />was advised the City has established a list of cars we are booting. There <br />are two employees doing this function, and the City is looking at <br />privatizing these duties. Mr. Cox stated he is not opposed to the <br />Bonner/Carrington development but is concerned about the granting of <br />variances, and that there will be a parking impact in the downtown area. <br />Mr. Cox stated he proposes to Council that Staff notify the Committee that <br />they as a body develop a position so the position can be made known when <br />parking variances are requested. Mr. Cox also stated a matter came before <br />the Council regarding use of parking lots in the City parks, and he asked <br />if any recommendations would be made. Mr. Gilley stated Staff has looked <br />at this issue and particularly the City Park area. They did not look at <br />the Fish Hatchery and Parks Building parking lots. Mr. Cox stated he <br />would be eager to see what Staff recommends, and Mr. Gilley stated he will <br />bring those recommendations to the Council. Mr. Cox stated the Council <br />needs to receive those recommendations, digest them and then get back with <br />the Committee. <br /> <br />Mayor Chiu introduced a discussion regarding the Activity Center fees. <br />The Council requested the Parks Board review the fees. The Council also <br />was interested in Staff reviewing the costs of area businesses to compare <br />charges. Ms. Hughson expressed concern that the nonresident charge is not <br />much more than the resident charge. She expressed the need for there to <br />be a bigger difference between resident and nonresident charges. Mr. <br />Mayhew agreed with Ms. Hughson. Mr. Moseley asked how many members are <br />nonresidents, and Mr. Cobb stated with the new software, that information <br />
