<br />66. <br />Regular Meeting June 25, 2001 Page 2 <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Youth Commission. Mayor Chiu stated he will bring a nomination to the <br />Council for consideration from the School District at the next meeting. <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> ADOPTING A REVISED SECTOR TWO PLAN; INCLUDING PROCEDURAL PROVISIONS; <br /> AND PROVIDING FOR PENALTIES. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />Rolland Hesalroad stated he is President of the Castle Forest Neighborhood <br />Association and the neighborhood is in favor of this Ordinance. He stated <br />personally he thinks the property should be R-1 and thinks the <br />neighborhood gave in too quickly. John McBride stated he lives in Sector <br />2 and urged the Council to adopt this Ordinance. He stated it has been a <br />long process and viewed this Ordinance as a victory for the City and a <br />compromise everyone can live with. Mr. McBride stated he appreciated all <br />the work of the City Hall staff. Camille Phillips stated she lives in <br />Sector 2 and appreciated the Planning Department and thinks the Ordinance <br />is a good compromise. Joe Schneider stated he owns property in Sector 2 <br />and hopes the Council will support this Ordinance. No one else wished to <br />speak, so Mayor Chiu closed the public hearing. Mr. Mayhew moved for <br />approval of the Ordinance on first reading and Mr. Montoya seconded the <br />motion. Ms. Hughson stated the new commercial zoning designations are <br />wonderful. Ms. Hughson asked what is proposed for the traffic calming on <br />Franklin, and Mr. James stated the Planning Department would send this <br />matter to the Engineering Department for determination. Ms. Hughson <br />stated there is a plan for two curb cuts, one on Ranch Road 12 and one on <br />Craddock. Ms. Hughson expressed concern for any curb cuts on Ranch Road <br />12 for safety reasons and to preserve the buffer. Mr. James stated it was <br />a compromise to go from two to one curb cut on Ranch Road 12. Ms. Hughson <br />inquired about Nevada Street from Indiana Street to Dale Street due to the <br />steep slope as part of the street system in Oak Heights on Page 3-13, and <br />Mr. James stated there will be a detailed general transportation <br />engineering study on the ground. Ms. Hughson inquired how soon we can <br />have the new zoning categories. Mr. James stated the Planning and Zoning <br />Commission will fold these into the review of all the development <br />regulations. Ms. Hughson stated she would prefer to "patch" now, before <br />until the Development Ordinances are done. Mr. Mihalkanin stated he <br />agreed we need to pursue the development zoning categories. Mr. Gilley <br />confirmed Staff is being directed to proceed with commercial zoning <br />categories. Mr. Mihalkanin stated he agrees with Ms. Hughson regarding <br />the safety issue of a curb cut on Ranch Road 12. Mayor Chiu stated the <br />Ordinance is allowing for one curb cut on Ranch Road 12 and the Planning <br />and Zoning Commission or Staff can determine where that will be. Ms. <br />Hughson then moved to amend the Ordinance to allow no curb cut on Ranch <br />Road 12 and Mr. Mihalkanin seconded the motion. Mr. Cox stated Staff has <br />
