City Council <br />Meeting Minutes January 15, 2019 <br />are available. He explained that wages are based on the County and he <br />believed that this area is a minimum of $14 or $15 per hour. He explained <br />that recruiting assistants are a two year assignment and employees would even <br />be able to work from home. <br />Discussion was held regarding the complete count committee, and setting a <br />date for training. <br />Staff will bring back the Complete Count Committee for the Council's review <br />and appointment. <br />2. Receive a presentation and hold a discussion regarding the Ethics Review <br />Commission's recommendation to adopt an ordinance regulating lobbyists and lobbying <br />activities in San Marcos; and provide direction to staff. <br />Mr. Michael Consentino, City Attorney, provided the City Council with a <br />presentation and regarding the Ethics Review Commission's recommendation <br />to adopt an ordinance regulating lobbyists and lobbying activities in San <br />Marcos <br />Council Member Rockeymoore provided his perspective after serving as an <br />Ethics Review Commissioner that worked on this item. <br />Discussion was held regarding exceptions to lobbying as defined in the <br />proposed ordinance. <br />The Council discussed including rental properties to the exceptions to <br />lobbying. <br />Concerns were expressed about being able to enforce it and the concern that it <br />would limit Citizen communications to the City Council Members. <br />Suggestion was made to remove or modify the words "including but not <br />limited to" under Qualifying contracts, applications, and activities that trigger <br />lobbying registration. <br />Discussion was held regarding removing City Staff. <br />Council provided consensus for the Ethics Review Commission to do more <br />work on this proposed Ordinance. <br />EXECUTIVE SESSION <br />3.
