City Council Meeting Minutes February 5, 2019 <br />Antonio, to Hays County. She is also willing to serve on any committees <br />regarding spay and neuters. <br />Roland Saucedo, thanked Mr. Lumbreras for all of the things that he has <br />taken care of since coming here. He spoke about the sidewalk project on <br />Bishop Street. He stated that he has all of the addresses in that area and <br />believes it won't be sustainable because of the number of trees, water meters <br />and plants that are in the easements. It just doesn't make sense. Where are you <br />going to dig? There is even a beautiful rock wall that will have to be torn <br />down. He recommends we look at other projects that need attention before <br />taking on others. Victory Gardens and Wallace addition still has asphalt <br />sidewalks from 7 years ago. Go back and do a good assessment of what really <br />needs to be done. <br />CONSENT AGENDA <br />A motion was made by Council Member Gonzales, seconded by Mayor Pro <br />Tem Prewitt, to approve the consent agenda, with the exception of item #4, <br />which was pulled and considered separately. Consider approval, by motion, of the following meeting Minutes: <br />A) December 4, 2018 Work Session Minutes <br />2. Consider approval of Ordinance 2019-05, on the second of two readings, amending the <br />City's 2018-2019 Fiscal Year Budget to allocate up to $8,250,000 to be applied toward <br />the costs for construction of the Rattler Electric Substation off of Clovis Barker Road near <br />Leah Avenue; and providing an effective date. <br />3. Consider approval of Resolution 2019-24R, approving a Municipal Maintenance <br />Agreement with the State of Texas that fixes responsibility for the maintenance of State <br />Highways within and through the corporate limits of the City; authorizing the City Manager <br />to execute said agreement on behalf of the City; and declaring an effective date. <br />4. Consider approval of Resolution 2019-25R, approving an Advance Funding Agreement <br />with the State of Texas, acting through the Texas Department of Transportation (CSJ <br />Nos. 0016-09-040 and 0366-01-079), for the Guadalupe Street Improvements Project <br />from University Drive to Grove Street, that includes bike lanes, parking, bike signals and <br />signs with an estimated cost of participation by the City in the amount of $26,777; <br />City of San Marcos Page 3 <br />
