(1) Jaye Ruffino stated <br />she lives at 1403 Franklin. She stated a tax increase would be merited if <br />more police were put on the street. She stated there is no regular police <br />presence in Westover. She stated she would not be in favor of a tax <br />increase for more beautification. She stated only one police car is in <br />operation on Sundays and asked what would a tax increase pay for. Mr. <br />Gilley stated he would be happy to meet with Ms. Ruffino or to comment <br />publicly. (2) Ezekiel Enriguez signed up to speak but was not present. <br />(3) Carrie Warren of Tanger Outlet Centers provided information on the <br />2000-2001 partnership to promote tourism to San Marcos. She stated there <br />have been three advertising promotions, which have generated increases in <br />sales. The San Marcos outlets are the third largest tourist attraction in <br />Texas, and are moving into the second largest attraction with six million <br />visitors a year. Austin attracts seven million and San Antonio attracts <br />eleven million visitors annually. The Mexican market has increased 28% <br />
