Forty-four percent of those visiting the <br />outlets are new customers, and 87% stay a minimum of three hours. Tanger <br />welcomes others, including the downtown merchants, to contribute to this <br />program. (4) Ted Omohundro stated he has been the General Manager of <br />Prime Outlet since March. He believes the advertising program is a <br />success and hopes the City will want to continue it. He stated there are <br />measurable results and the promotions prove to have response. He stated <br />when the ads stress San Marcos offers the largest outlet shopping in <br />Texas, it does draw people. Prime Outlet has increased sales over last <br />year. Mr. Omohundro stated the sales tax holiday weekend had huge <br />increases. (5) Ed Cable stated he resides at 113 Hill Drive. He agrees a <br />2-1/2 cent increase is needed to have a new fire station, but questions <br />the transportation system. He wants to know why the various <br />transportation systems in San Marcos cannot be consolidated and work <br />together. He stated the Planning and Zoning Commission is involved in two <br />lawsuits and was interested in knowing the cost to the City. <br /> <br />Mayor Chiu introduced for consideration approval of three appointments to <br />the Youth Commission. Ms. Hughson moved to appoint Ronnie Moczygemba <br />(representing the Hispanic Chamber of Commerce) and Ms. Tatum moved to <br />appoint Rob Rodriguez (representing the Youth Service Bureau), which <br />passed unanimously. The remaining appointment will be rescheduled. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment <br />alternate position residing in the City limits for the Planning and <br />Commission. Mr. Mihalkanin moved to appoint Robert Thornton (City) <br />Alternate, which passed unanimously. <br /> <br />of the <br />Zoning <br />as <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Transportation Advisory Board. Mr. Montoya moved to appoint Blas <br />Santellan to complete a vacancy, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Main Street Advisory Board. Mr. Cox moved to appoint Ruben Becerra <br />(business-Gil's) to complete a vacancy, which passed unanimously. <br /> <br />Mayor Chiu introduced a public hearing on the proposed tax increase for <br />FY2001-2002. Mayor Chiu opened the public hearing and asked if anyone <br />wished to speak. No one wished to speak, so Mayor Chiu closed the public <br />hearing. <br /> <br />Mayor Chiu introduced a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOTS 17 AND <br />18 OF BLOCK 3 OF THE WESTOVER ADDITION LOCATED IN THE 1300 BLOCK OF <br />FRANKLIN STREET, FROM "C" (COMMERCIAL DISTRICT) TO "R-1" (SINGLE- <br />FAMILY DWELLING DISTRICT [LOW DENSITY]); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />
