Regular Meeting August 27, 2001 Page 13 Mayor Chiu introduced a discussion regarding Resolutions on legislative and other proposals to forward to the Texas Municipal League/National League of Cities. (1) To support state legislation to establish vehicle emission standards and to require vehicle inspections to enforce the standards (Ms. Hughson requested the City support this matter next year). (2) To support state legislation to expand the land use regulatory authority of counties. (Ms. Hughson stated the City has supported this issue before and Texas Cities need TML to be supportive and in general, to work with the Texas Association of Counties when possible). (3) To express opposition to an extension of the federal sales tax exemption for Internet sales. (Mr. Mihalkanin wants the City to support this matter) . Mayor Chiu introduced an Executive Session pursuant to the Government Code, Section 551.086, to discuss commercial or financial information the City has received from a business prospect with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect (North IH35 area), and Section 551.071, to seek the City Attorney's advice regarding the Consent and Permit Ordinance for the El Paso Gas Transmission Company (requested by Council during this meeting). Mr. Mihalkanin moved the Council adjourn into Executive Session at 10:18 p.m. and Mr. Mayhew seconded the motion, which passed unanimously. Mr. Mayhew moved the Council reconvene at 11:31 p.m. and Mr. Montoya seconded the motion, which passed unanimously.
