Ms. <br />Hughson expressed concern for the limited amount of Arts funding. She <br />stated there has been a tendency to fund the same programs each year. The <br />same organizations and events that have been successful are getting the <br />funding, leaving little funding for new events or permanent art. When <br />arts funding was determined by the Convention and Visitors Bureau, they <br />were working toward a system of providing a certain amount of funding the <br />first year, 80% the second year, and a lesser amount each year with the <br />fifth year receiving no funding from the Arts funding. Ms. Hughson stated <br />there may not be the experience to look at the applications and is <br />interested in using a similar process CVB once used. Mr. Mayhew agreed <br />with Ms. Hughson's comments and stated he would like to see more <br />sculpture, as at the Courthouse. Mr. Mayhew stated the CVB discussed <br />developing a sculpture park and permanent art in our City, and he is <br />interested in us going in that direction. He would like the City to look <br />at the cost of doing sculpture and have the Arts Committee send out bids <br />for proposals. Mr. Mayhew stated he does not feel the City is progressing <br />towards this goal, and there is a need to nurture new events. Mr. Cox <br />stated he attended a meeting at the National League of Cities Conference, <br />and a representative of Glendale, Arizona discussed how they added <br />permanent art in their community by adding 1% of the cost of building a <br />new public building dedicated to funding permanent art. Mr. Mihalkanin <br />stated the Council could amend the Ordinance for a specific percentage of <br />money to be dedicated to permanent art and directed Staff prepare this <br />amendment. Mr. Gilley asked if the Council had a percentage in mind and <br />stated the Sunset Review Commission had recommended 50%. The Council <br />agreed to work toward funding permanent art but did not set a percentage. <br />Ms. Hughson stated priority needed to be given to new start up events <br />also. Mr. Gilley stated Staff would draft language for the Council's <br />consideration. <br /> <br />Mayor Chiu introduced the City Council's Report. (1) Ms. Tatum stated <br />there are areas of the City where flooding occurs, such as Barbara Drive, <br />Conway, Valley, Gravel and wanted to know what the City's plans are to <br />address this. Mr. Gilley stated the Drainage Master Plan has looked at <br />these areas in great detail and determined a priority schedule. Mr. <br />Gilley stated the Engineering Staff will look at this and get back with <br />the Council. Ms. Hughson also requested information about Candlelight and <br />Del Sol. (2) Mayor Chiu stated a portion of Hunter Road close to its <br />intersection with Wonder World occasionally floods, and wanted to know if <br />TXDOT would provide any help with this problem. Mr. Gilley stated he <br />would discuss this with them. (3) Ms. Hughson would like an update be <br />provided to the Council on the Transportation Master Plan. <br /> <br />Mayor Chiu introduced approval of appointments to the Convention and <br />Visitors Bureau Board. The consideration of this item was also delayed- <br />and to be placed on the December 17 agenda. <br />
