<br />Regular Meeting <br /> <br />December 17, 2001 <br /> <br />218. <br />Page 11 <br /> <br />to approve the amendments to the Resolution. The Council then voted unanimously to <br />adopt the Resolution. <br /> <br />Mayor Chiu introduced discussion. Due to the length of this meeting, the City Council <br />delayed the following discussions items and requested they be placed on the January 14, <br />2002 agenda: (I) Regarding Activity Center membership/entry fees, (2) Boards and <br />Commissions' attendance policies. The consideration approval of appointments to the <br />Convention and Visitors Bureau Board was postponed until after the discussion of the <br />Boards and Commissions' attendance policies. <br /> <br />Mayor Chiu introduced a discussion regarding duplex regulations and direction to staff. <br />Ms. Hughson inquired if this is a new zoning option, one which applies the "family" <br />limitation on a duplex. Mr. Patterson stated these are new, additional, zoning regulations. <br />Ms. Hughson stated that the new option does not solve the existing problem with parking <br />at duplexes. For the existing duplex zoning categories there needs to be more parking <br />spaces required, and if you have a 3-bedroom duplex there should be six parking spaces. <br />This is due to the fact that many duplexes are rented such that there are at least 6 people <br />in a three bedroom, who are each likely to have a vehicle. She asked for changes to be <br />made to the existing duplex zoning categories. She stated the value of the new category <br />is that if a builder claims there is no need for additional parking because the duplex is to <br />be rented to families, then we have a zoning category for that situation that can then be <br />enforced. Mr. Cox stated the existing duplexes should have a moratorium period so that <br />we can eventually solve these problems. Mr. Mayhew asked about the period of time the <br />City is looking at. Mr. Taylor stated we would need to get appraisal information. Ms. <br />Hughson requested the staff bring the discussion item with a estimate. <br /> <br />Mayor Chiu introduced a discussion regarding building heights in Central Business Area <br />and direction to staff. Mayor Chiu asked for Mr. Patterson's professional opinion and <br />some background on building types and requirement on building heights, Mr. Patterson <br />stated it is really a policy issue and he could make some recommendations on how the <br />City could achieve a policy. He stated the City recently had a proposed development <br />about 2Yz blocks from the Square, which would be an 8 to 9 story development. This <br />raised a concern with some of the Downtown Association and owners. Mr. Patterson also <br />stated some of the other Cities have used the height of their Courthouses, which are on <br />the Square as a focal point and then stair-stepped up from there as you move away from <br />the square. The staff would need to know how far out does the Council want the height <br />limits to apply. Mr. Mihalkanin stated this area needs to be approached very carefully, <br />Mr. Patterson stated the City could have an extended area around the Central Business <br />Area, Mr. Mayhew stated this would be a good idea. Mr. Gilley suggested staff bring <br />back to Council a proposal and some options with different height limits. Ms, Hughson <br />asked if the proposal would have to go to Planning and Zoning Commission first before it <br />comes back the City Council. Mr. Gilley stated it does have to go before the Planning <br />and Zoning Commission first, if there is a Zoning Ordinance change. <br /> <br />Mayor Chiu introduced a discussion regarding the proposed San Marcos Youth Center. <br />Craig Corbin, the Chair of Youth Commission, introduced Vevelyn Yates to present the <br />
