<br />219. <br /> <br />Regular Meeting <br /> <br />December 17, 200 I <br /> <br />Page 12 <br /> <br />survey, Ms. Yates stated the survey performed was done with school district on ages 11- <br />17, and found the majority of the youth want to have an after school youth center. The <br />purpose of the after school youth center is to provide a safe place for the youth to go after <br />school, to meet educational needs by providing mentoring and tutoring, and recreation at <br />one location. She stated they did look into the Activity Center and found the times were <br />limited, reservations had be made in advance, and a there is a fee. The Youth <br />Commission has made some recommendations on a proposed development of a Youth <br />Center. Mr. Corbin stated Community Action, Youth Commission, and Hays County <br />Extension Agency did this project survey to assess as a need: the top 3 concerns were the <br />youth. Last year Juvenile Probation had over 700 youth referred to our Hays County <br />Probation Department. Most of the juvenile crimes are mainly done between the hours of <br />3:00 p.m. to 7:00 p.m. The Youth Commission feels like a Youth Center would be cost <br />effective, since it costs over $74.00 a day to keep a Juvenile in detention. Mr. Corbin <br />stated the City is ready for a Youth Center and this would be greatly utilized by the kids. <br />Ms. Hughson asked if the building we are talking about putting a Youth Center in the <br />National Guard building. Since they have a lease with us, we would need to move them <br />to a different location. Mr. Gilley stated they have discussed moving the National Guard <br />to the Airport, which would require someone building a facility for them to move to the <br />Airport. Mr. Mihalkanin stated he would like the staff to go and look inside the National <br />Guard facility to see if the building would be suitable and if it would be cost effective. <br />Mr. Montoya asked if the Youth Commission had contacted any of the other agencies <br />that are already established. Mr. Corbin stated YMCA came two years ago and wanted a <br />building donated. Mitchell Center did get a grant from the Boys and Girls Club and are <br />in the process of developing a Boys and Girls Club, Mr. Corbin stated the Commission is <br />very open to do what it takes to get the youth help, Ms. Tatum stated the Boys and Girls <br />Club does have a Chapter at the Charter School, Mitchell Center and Tot Town. The City <br />is prime for a big Boys and Girls Club so that all youth in the City can participate, and we <br />should all work together to develop a Youth Center. Mr. Corbin stated we would still <br />need a facility. The Commission wanted to give several options since the Boys and Girls <br />Club depends greatly on donations from City and County. Ms. Tatum stated most Boys <br />and Girls Clubs are supported by their Cities and Counties, and as City Officials it is our <br />responsibility to provide activities to our youth, as well as other citizens, Mr. Mayhew <br />stated maybe our grant writer could look at resources already available and work on <br />trying to secure some funding. Mr. Corbin stated there was $60,000 put back for the <br />Youth Center and maybe those funds could be for matching funds. Ms. Hughson <br />inquired if there are any after school programs located in school facilities. Mr. Corbin <br />stated they got the 2151 Century Grant, which is a 3 year grant, and after the 3 years, they <br />would have to come up with the funds to keep the programs going. Hernandez Middle <br />School has several after school clubs but no transportation, which means some children <br />cannot participate because they do not have a way home. Mayor Chiu asked Mr. Corbin <br />if he has an estimate on cost. Mr. Corbin stated the Commission does not have an <br />estimate, but they have looked at the City of Belton. Ms, Hughson suggested the Grant <br />Writer look and see what grants are out there. <br /> <br />Mayor Chiu introduced a discussion regarding wells under the influence of surface water. <br />Mr. Mihalkanin stated he asked this discussion to be placed on the Agenda since we are <br />
