(2) John Meeks of the Nelson Center spoke on <br />the Wrecker Ordinance and stated businesses do provide parking spaces for their own <br />tenants and customers and if they cannot call the wreckers to tow, then the parking spaces <br />would fill up with Southwest Texas Students, He also wished to have some definitions in <br />the proposed Ordinance to be better defined and coherent between the City and <br />Southwest Texas State University. (3) Margaret Glendinning spoke on the noise and <br />party Ordinances, she stated she was opposed to the owners of property being penalized <br />for their tenants' behavior. The violators should be the ones ticketed. She also stated if <br />the Police Department needs to know who the tenants are in one of her rental properties, <br />to please call her and she will be happy to come down and point them out. (4) Ron <br />Boulden spoke on behalf of the Hughson Heights tenants and property owners. He stated <br />they have already put together an organization and are in the process of trying to make it <br />work. He expressed they would like to work with the City and discuss more on the noise <br />and party permit Ordinances. (5) Bob Bartels of the Dunbar Neighborhood Association <br />stated he was opposed to spot zoning from "M" to "MR" and setting precedent, which <br />would cause upset. He also asked if there was a better solution to Mrs. Williams' <br />problems with her house. (6) Patrick Kirwin stated he has lived in Dunbar for 9 years <br />and he encouraged the Council to deny the zoning change from "M" to "MR" and feels <br />the change is not appropriate for single-family neighborhoods, He also stated he felt if <br />the Planning and Zoning Commission denies a zoning change and it goes to the Council, <br />then all the neighbors within 200 feet should be notified. (7) Melvia Randle stated the <br />Council should allow Mrs. Williams to place a manufactured home on her own property. <br />(8) Tom McNair stated he was concerned about the parties in duplexes and 4-plexes. He <br />feels the proposed noise and party Ordinances would be difficult to enforce. He also <br />stated the City needed to be careful about setting too many rules, and make them easier to <br />interpret and enforce. (9) Ollie W. Giles stated as a representative of Dunbar, to <br />reconsider the zoning change and not pass it. She loves her neighborhood and is <br />concerned if this zoning change passes, then several other neighbors would want a zoning <br />change as well. (10) Dan Gibson stated in the Westover neighborhood, the homes are <br />mainly occupied by families and the duplexes are occupied by students, and it can take <br />less than 10 students to disrupt your evening with the alcohol, littering, and cars parking <br />in the streets. He suggested 50 people are too many and needs to be lowered, and a time <br />limit should be put on outside activities. (11) Will Thompson stated he lives on Sierra <br />Ridge and his property backs up to Crest Drive. He has had prospective owners of <br />neighboring properties call him asking if parties and loud noises were a problem near his <br />home. He is also a landlord for property in another part of the city and understands the <br />landlords' concerns. He also stated although he has never had any problems with his <br />tenants, he welcomes wording to help pass on the fines to tenants. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the Youth <br />Commission. Ms. Tatum moved to appoint Jeff Jackson to represent the Youth Service <br />Bureau, which was passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the Human <br />Services Advisory Board. This will be rescheduled for the January 14 meeting. Mr. Cox <br />stated he spoke with Ms. Brown and she will find someone with a Social Service Degree <br />
