Update, consolidate and <br />communicate housing policies and <br />action plans. <br />Strategies: <br />i Conduct ahousing study that analyzes <br />housing supply, housing demand, and <br />housing choice. <br />||. Update the Affordable Housing Policy <br />and adopt ahousing framework / <br />blueprint based onthe work ofthe San <br />Marcos Workforce housing Task Force. <br />|||. Maintain mrobust website and <br />participate aeacommunity partner in <br />advancing the City's housing goals. <br />|\/. Develop internal city capacity and <br />support capacity building efforts in <br />community partners toadvance the <br />City's housing goals. Work with |000| <br />employers such aaTexas State <br />University, San Marcos |S[]. Hays <br />County, Central Texas Medical Center, <br />the banking community, the Greater <br />San Marcos Partnership and area non- <br />profits toidentify and implement <br />housing solutions. <br />B. Develop dedicated housing and <br />revenue sources that meet <br />Strategies: <br />|. Build permanently affordable homes <br />targeted tuflood victims uncity-owned <br />lots with CDBG-DRfunds. <br />||. Apply for HOME funds. Utilize CDBG <br />funds topreserve and maintain for <br />households earning less than 80Y6 AK8| <br />through the Housing Rehabilitation <br />Program. <br />|V. Lend CDBGfirst-time homnebuyerfundo <br />tohouseholds earning less than 0O96 <br />AMI topurchase housing. <br />V. Enter into cooperative agreements with <br />other taxing entities to identify tax - <br />forfeiture properties and <br />ox-forfei[unapropertieeand make them <br />available for construction of permanently <br />affordable workforce housing. <br />V|. Establish aland bank and community <br />land trust with the purpose ofsupporting <br />permanently affordable workforce <br />housing. <br />V||.Establish anEmergency Housing <br />Rehabilitation Program. <br />C. Implement land use and zoning <br />regulations that support <br />mixed income communities in all <br />areas of the City <br />Strategies: <br />i Encourage mixed income communities <br />Ni#liD new development. <br />||. Monitor the bonus density program for <br />effectiveness and re -assess during the <br />annual code update. <br />|||. Monitor the number ofnew missing <br />middle housing types built under Code <br />SK8TXand re -assess during the annual <br />Code update. <br />IV. Draft anordinance targeting geographic <br />locations and non-profit home builders <br />for appropriate zoning when permanently <br />affordable for sale housing is <br />constructed. <br />
