2019-20 Strategic Initiatives Qity of San Marcos"' <br />A. City becomes the Direct Recipient for <br />federal and state transit funding <br />allocated to the San Marcos urbanized <br />area. <br />Strategies: <br />L Formalize official concurrence from <br />TxOOT-PTNand the FTA, that the City <br />iathe Direct Recipient for the San <br />Marcos urbanized area. All federal and <br />state requirements for the Direct <br />Recipient from CARTS to the City by <br />October 1. 2019. <br />||. Consider the potential impacts ofthe <br />2O20Census upon transit services in <br />the San Marcos urbanized area. <br />B. City reviews the benefits and <br />challenges of creating an <br />integrated, seamless transit <br />partnership between the City and <br />Texas State University. <br />Strategies: <br />i Review transit partnership models and <br />select asystem model tooperate and <br />manage the transit services, which that <br />historically have been accepted by the FTA <br />and TxDOT. <br />||. Assess the operating and financial <br />alternatives for coordinated transit services. <br />|||. Evaluate the benefits and constraints of <br />transit partnership with Texas State, to <br />a.Seamless transit services for all <br />customers. <br />b. Expand community access totransit <br />options <br />o. Ghana capital budget resources. <br />d. Coordinate transit routes to maximize <br />efficiency. <br />e. Leverage state and federal funding <br />opportunities. <br />[ Contribute to regional goals foreduce <br />traffic and protect air quality. <br />IV. Evaluate the challenges ofatransit <br />partnership with Texas State, toinclude: <br />a. Determine who will bethe Direct <br />Recipient. <br />b. Create eshared governance structure. <br />o. Compliance with federal and state <br />neQu|ahone, to include paratnanai1 <br />services. <br />d. Coordinate transit routes tomaximize <br />efficiency. <br />e. Establish afinancial plan toinclude <br />operating funds, initial investment of <br />capital for vehicles, maintenance facility, <br />and passenger amenities. <br />\( Consider the potential impacts ofthe 2O2O <br />US Census upon tnanoiteen/imeainthe San <br />Marcos urbanized area. <br />C. City continues other multi -modal <br />Strategies: <br />i Transportation Demand Management/ <br />including downtown parking management: <br />e.Adopt and implement parking <br />management plan. <br />b. Prioritize Transportation Master Plan <br />projects to improve multi -modal <br />alternatives. <br />c. Evaluate and prioritize other <br />transportation demand management <br />tactics. <br />||. Improve Bicycle Friendly Cnnnnnunib/ rating: <br />a. Improve and expand dook|eoabike share <br />program and explore other shared mobility <br />opportunities. <br />b. Revisit Complete Streets policy and <br />propose changes for Council <br />consideration. <br />o. Draft Vision Zero policy for Council <br />consideration. <br />d. Consider creation ofaBicycle & <br />Pedestrian Advisory Committee. <br />e. Adopt and implement bicycle master plan. <br />|||. Improve pedestrian connectivity and <br />accessibility: <br />e.
