City Council Meeting Minutes April 16, 2019 <br />rules regarding reimbursement and applicants must meet a certain criteria to <br />qualify for these funds. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Rockeymoore, to table Resolution 2019-69R. The motion carried by <br />the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />Council took a 15 minute recess while staff looked into a few items to report <br />back. <br />A motion was made by Council Member Rockeymoore, seconded by Council <br />Member Mihalkanin, to remove Resolution 2019-69R from the table. The <br />motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />Bert Lumbreras, City Manager, provided feedback regarding the timing of <br />issues and how we were facilitating them and we are going. Mr. Lumbreras <br />clarified the funding allocation that was discussed earlier this evening. With the <br />amendment before you, Staff is asking to re -allocate $6,984,013 towards the <br />$19,146,979 deficit. If we receive the Flood Mitigation Assistance Grant in the <br />amount of $12M from the Texas Water Development Board that will go <br />towards the Blanco Riverine Project in effect we can make all of these projects <br />whole. The issue came up from the Housing Authority requesting <br />reimbursement and staff will go back and verify information. Many of these <br />projects have been in the works for some time regarding infrastructure and the <br />ultimate timeline for completion is 2022. During the legislative discussion last <br />year, it was on our agenda to talk about the release of funding and we do not <br />have the allocation of the $24M as of yet. Mr. Lumbreras suggested Staff come <br />back with a re -notification of the item and provide options and present <br />recommendations at the May 21 Regular City Council meeting. <br />A motion was made by Council Member Derrick, seconded by Council <br />Member Rockeymoore, to postpone Resolution 2019-69R, to the May 21st <br />Regular City Council Meeting.
