City Council Meeting Minutes April 16, 2019 <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />10. Receive a Staff Presentation and hold the first of two public hearings to receive <br />comments for or against the adoption of the Parks, Recreation, and Open Space Master <br />Plan, and hold discussion. <br />Drew Wells, Interim Director of Community Services, provided a brief <br />presentation of the Parks, Recreation, and Open Space Master Plan. A well <br />thought out plan provides environmental, economical, social, and health <br />benefits to a community. Mr. Wells outlined the public outreach and <br />participation from citizens along with a summary of the plan, and the next <br />steps in the process. The next step will be a second public hearing and first <br />reading of the Ordinance. <br />Mayor Hughson opened the Public Hearing at 8:28 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, spoke in support of the Parks Master plan and <br />expressed her love of the Parks Department staff. However, the issue this plan <br />does not address is connectability and how it ties into sidewalks. She spoke in <br />opposition of the GAP program. She asked that maps are reviewed and <br />corrected because it states Hopkins connects to Bishop and she claims this is <br />incorrect. She asked if Council or Staff rode a bike or took the bus to this <br />meeting because some talk about the loss of life is important, but she is also <br />concerned with the loss of life from flooding on her street. She expressed her <br />concern with the destruction of trees and the artifacts that will be desecrated <br />with this sidewalk project. <br />Roland Saucedo, congratulated the Parks Staff on the great plan, but has one <br />issue. He explained there are 15 neighborhood parks and not one of these has a <br />bathroom. Dunbar is one of the most utilized parks in the City has no facilities <br />and the only time you can use the bathroom is if someone it utilizing the <br />Dunbar building. Eddie Durham Park hosts an annual Jazz Festival and the <br />only way to utilize a bathroom is if a volunteer is there to open the Calaboose. <br />Anita Reyes Park has no bathroom, and the neighbors like to have small <br />parties, but the lack of bathroom makes it very inconvenient. The City <br />advocates for National Night Out, but they host them in their parks which <br />have no bathrooms.
