(3) Mr. Cox stated the Main Street Advisory Board <br />discussed the possibility of Nephew's holding a block party in April as a <br />fundraiser for an Austin charity. Several issues were raised concerning <br />security, what would be the City's liability if the street is closed for <br />the block party, and TABC issues, as alcohol would be sold. The Main <br />Street Advisory Board thinks this type activity would not enhance the <br />image of San Marcos. Mr. Gilley stated the sponsor of this function is <br />moving this function to the Hays County Civic Center, and the concerns <br />expressed are legitimate. Mr. Gilley stated he has discussed this matter <br />with Chief Griffith, and they will work with the Main Street Advisory <br />Board to have criteria to address this kind of event in the future. (4) <br />Mr. Cox stated the Guadalupe-Blanco River Authority will hold a meeting in <br />New Braunfels on Thursday at 7:00 p.m. and wanted to know if any of the <br />Council planned to attend. Mr. Gilley stated this will be an important <br />issue if an increase of acre feet from Canyon Lake is approved, as it <br />would benefit San Marcos. (5) Mr. Moseley stated when the Activity <br />Center was discussed earlier, he did not mean to offend anyone. (6) Mr. <br />Moseley stated when he attended the Congressional Cities meeting, he <br />attended a meeting regarding 360 degree evaluation and would like to <br />discuss this for the appointed staff, and it was consensus of Council to <br />do so. (7) Mr. Moseley thanked the SWT student who was a College Democrat <br />for coming to the Council meeting. (8) Mr. Doiron stated the State <br />Cemetery has been in existence for 150 years also and is holding a <br />Cemetery Walk on Thursday evening that he will be attending. Ed Burleson <br />of San Marcos was the first person buried in the State Cemetery. There <br />are plans for the San Marcos Sesquicentennial Committee to combine our <br />celebration with the State Cemetery's during this year. (9) Mr. Doiron <br />stated Dr. Gwen Smith has suggested in celebration of our Sesquicentennial <br />year, everyone in San Marcos should fly flags to beautify our City and to <br />show our patriotism. Mr. Doiron stated hopefully the Mayor will also <br />consider doing a proclamation to this effect. (10) Mr. Doiron stated it <br />is his understanding the City can favor local contractors in a bidding <br />process. There was direction from the Council to revisit this matter. <br /> <br />Mayor Chiu introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation (Gary vs. City of San Marcos); and Section 551.086, to <br />discuss commercial or financial information the City has received from a <br />business prospect with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (Ranch Road 12 area). Mr. Doiron moved to <br />adjourn into Executive Session at 9:45 p.m. and Ms. Hughson seconded the <br />motion, which passed unanimously. <br /> <br />Ms. Tatum moved the Council reconvene at 10:27 p.m. and Ms. Hughson <br />seconded the motion, which passed unanimously. <br />
