Capital Area MPO and City of San Marcos Platinum Planning Study <br />The data collection will pay particular attention to the use of various multimodal transportation <br />related items such as pedestrian, transit and bicycle facilities, streetscapes and street sections, <br />branding and wayfinding/signage, traffic operations, parking, safety, land use market trends, <br />existing built form/building types, housing, infill development, adaptive reuse, public spaces and <br />opportunities for economic development. Specific tasks that shall be examined as part of both <br />the Center and Corridor components of this study include, but shall not be limited to: <br />• Current development projects <br />• Housing market conditions analysis <br />• Retail market conditions analysis <br />• Parking analysis <br />• Traffic counts and operations analysis <br />• Driveway and access assessment <br />• Street grid connectivity and barriers analysis <br />• Pedestrian, bicycle, transit and vehicle safety analysis <br />• Traffic signal analysis <br />• Intersection analysis <br />• Roadway design and loading <br />• Sidewalk inventory <br />• Pedestrian and bicycle safety analysis <br />• Fiscal impact analysis <br />• Land suitability analysis (including topography) <br />• Land use susceptibility to change analysis <br />• Public health impacts <br />• TxDOT roadway turn back assessment for Loop 82/Guadalupe, University Drive, East <br />Hopkins Street/SH 80 and SH 123 <br />• Additional tasks for examination deemed necessary by the Capital Area MPO Project <br />Manager <br />1.3 — Revision of Goals and Objectives <br />The Consultant shall work with Capital Area MPO, the City of San Marcos and the Steering <br />Committee to revise the study goals and objectives as needed. <br />As described in detail above, the Consultant shall deliver to Capital Area MPO the following for <br />Task 1: <br />• Existing Conditions and Needs Assessment Report, inclusive of feedback from the first <br />public involvement meeting. <br />• Additional tasks for deliverables deemed necessary by the Capital Area Project Manager <br />Task 2: Develop Concept Plan <br />11 <br />
