Regular Meeting May 14, 2001 Page 4 Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held April 23, 2001, approval of minutes of the Special Meeting held May 8, 2001, approval of seven Ordinances on second reading, adoption of three Ordinances on third and final reading, adoption of ten Resolutions, approval of Change of Services No.2 in the amount of $32,142.99 in connection with the Clovis Barker Road Project, and approval of use of Tourist Account funds in the amount of $800.00 for the reservation and payment of booth space at the Texas Municipal League Conference and Exhibition to be held in Houston, Texas November 28-30, 2001 by consensus. The Council removed Items 28, 29 and 32, adoption of Resolutions, to be considered separately. Mr. Moseley moved for approval of the minutes of the Regular Meeting held April 23, 2001, approval of the minutes of the Special Meeting held May 8, 2001, approval of the seven Ordinances on second reading, adoption of the three Ordinances on third and final reading, adoption of the seven remaining Resolutions, approval of Change of Services No.2 regarding the Clovis Barker Road Project, and approval for use of Tourist Account funds in the amount of $800.00 for the TML booth space on consensus and Ms. Tatum seconded the motion, which passed unanimously (Mr. Mihalkanin abstaining to approval of minutes of the Regular Meeting held April 23, 2001, abstaining to approval of Ordinance on second reading amending the 2000-2001 Budget to provide funding for the defense of the Gary vs. City of San Marcos suit, and voting Nay on the use of Tourist Account funds in the amount of $800.00 for a TML booth space). The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE RELEASE OF CITY EASEMENTS LOCATED ON REAL PROPERTY OWNED BY W. C. CARSON IN THE 100 BLOCK OF EAST CONCHO STREET; AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE AND QUITCLAIM DEED; AND PROVIDING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY'S ELECTRIC UTILITY TARIFFS TO INSTITUTE A "READ AND LEAVEn PROGRAM FOR WAIVER OF THE SHORT-TERM SERVICE FEE; AND INCLUDING PROCEDURAL PROVISIONS. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.091 OF THE CITY CODE TO REVISE TRAINING REQUIREMENTS FOR REGULAR AND ALTERNATE MEMBERS OF THE PLANNING AND ZONING COMMISSION; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE 2000-2001 BUDGET TO PROVIDE FUNDING FOR THE DEFENSE OF THE GARY VS.
