<br />Regular Meeting <br /> <br />September 10, 2001 <br /> <br />224. <br />Page 11 <br /> <br />not present at this meeting and Mr. Mihalkanin seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Chiu introduced for discussion the scheduling of the City Council <br />Visioning Workshop in January (January 18, 2002) and the City Council <br />Policy Workshop in February (February 21 and February 22, 2002). Ms. <br />Hughson stated the Visioning Workshop needs to be scheduled for two days, <br />and Council wants this item rescheduled for discussion since two Council <br />Members were absent from this meeting. <br /> <br />Mayor Chiu introduced a discussion to receive a report from the City <br />Manager regarding the proposed Southwest San Marcos Annexation process, <br />and for the Council to hold a discussion regarding the public hearing <br />process. Mr. Gilley advised the Council Staff had held four public <br />meetings on August 29 and 30 and September 5 and 6 at Solid Rock Church on <br />Hunter Road. Mr. Gilley stated Staff and the citizens had an information <br />exchange, and the meetings were well attended with approximately 100 each <br />night. Mr. Gilley stated a lot of comments were made, and he wanted the <br />Council to receive all their comments, concerns and issues raised, which <br />he has included in a handout to the Council. Mr. Gilley stated the next <br />step in the process will be to develop a service plan, which will be <br />general in nature. Mr. Gilley stated the annexation statutes require a <br />service plan with each annexed area, and that a City can add to but cannot <br />take away any services. Public hearings are set for September 17 at 7:00 <br />p.m. in the Activity Center, and September 24 at 6:00 p.m. at the <br />Southwest Market located at 2601 Hunter Road (formerly Woody's Barbecue). <br />Ms. Hughson stated she would like to see each speaker limited to one <br />minute. Mr. Mihalkanin, Mr. Montoya and Ms. Tatum prefer a two-minute <br />limitation. Speakers will be required to sign up between 5:30-7:15 p.m. <br />at the Activity Center. Mr. Gilley encouraged the Council to review a <br />copy of the report provided, and stated it is also available in the City <br />Hall Lobby and at the Library. <br /> <br />Mayor Chiu introduced an Executive Session pursuant to the Government <br />Code, Section 551.086, to discuss commercial or financial information the <br />City has received from a business prospect with which the City is <br />conducting economic development negotiations, or to deliberate the offer <br />of a financial or other incentive to such a business prospect (development <br />incentive request - Holland Street area). Ms. Hughson moved the Council <br />adjourn into Executive Session at 9:14 p.m. and Ms. Tatum seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 9:24 p.m. and Mr. Montoya <br />seconded the motion, which passed unanimously. <br /> <br />The meeting adjourned at 9:25 p.m. on motion made by Mr. Montoya and <br />seconded by Ms. Tatum. <br />
