<br />215. <br />Regular Meeting <br /> <br />September 10, 2001 <br /> <br />Page 2 <br /> <br />KB Homes stated he is in support of Item 27, water and wastewater <br />services, being provided for the El Camino Real project. Mr. Erben stated <br />KB Homes is one of the large homebuilders in the United States, and they <br />are looking forward to corning to San Marcos. He invited the Council to <br />look at their development in the Austin area, Berdoll Farms, as it is a <br />similar project to what is planned for San Marcos. (4) Rev. Herman Foster <br />stated he has met with a senior citizen group, and they hope the Council <br />will be wise in their consideration of the tax rate. Rev. Foster stated <br />the seniors will be greatly hurt by a tax increase, and they urge the <br />Council not to raise taxes. (5) Marguerite Hill advised the Council she <br />is very concerned how a tax increase would affect senior citizens who have <br />a hard time making ends meet. (6) Lillian Garcia stated she wanted to <br />speak regarding Item 8 on the agenda, a public hearing regarding a request <br />for a permanent specific use permit for Don Lalo's Mexican Restaurant at <br />400 Cheatham Street. She stated there has not been much litter from the <br />restaurant, but last Saturday a customer of the restaurant relieved <br />himself in their yard. She stated the students are back in town, and she <br />has noticed a significant increase in customers at the restaurant. They <br />do not want this in their neighborhood. (7) Bertha Ramirez, owner of <br />Lalo's Mexican Restaurant, asked if the Garcias had taken pictures of the <br />incident in their yard. (8) Brad Gulick stated he manages The Meeting <br />Place next to Lalo's Mexican Restaurant. He stated the restaurant is <br />usually closed by 11:00 p.m. He stated if a meeting needs to be held to <br />work out any problems, he was offering his place of business for that <br />purpose. He then advised the Council he hopes they will approve Lalo's <br />request for a specific use permit. (9) Dianne Wassenich spoke regarding <br />the Southwest San Marcos annexation public hearing scheduled next week. <br />She stated some of the septic tanks in the area are thirty years old or <br />older and not up to today's standards. She stated the septic tanks sit on <br />top of limestone and the waste can seep into the aquifer. Area water <br />wells can be tested to confirm this. She stated the testing needs to be <br />done during dry periods, and it would take a long time for the City to get <br />sewer lines to this area. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment <br />(student) to the Youth Commission. No nominations were made and this will <br />be rescheduled. <br /> <br />Mayor Chiu introduced for consideration approval of two appointments to <br />the Main Street Advisory Board. Ms. Tatum moved to appoint Rick Henderson <br />(City), which passed unanimously. The remaining appointment will be <br />rescheduled. <br /> <br />Mayor Chiu introduced for consideration approval of three appointments to <br />the Human Services Advisory Board. Mr. Mihalkanin moved to reappoint <br />Judith Williams (City) and Ms. Tatum moved to reappoint Jodie Ditmer <br />(City), which passed unanimously. The remaining appointment of a member <br />with a Social Services Degree will be rescheduled. <br />
