Planning Process <br /> In July 2017, San Marcos chose Halff Associates, <br /> Inc. to assist the City in preparing an update <br /> of this Plan.The resulting vision, goals, and <br /> recommended actions were informed by <br /> a comprehensive planning process set out <br /> in Figure 1.1, Planning Process.The process <br /> included evaluating and understanding the <br /> existing conditions and developing appropriate <br /> goals for the parks and recreation system; <br /> identifying local resources and opportunities; <br /> analyzing needs based on population growth and <br /> community input; developing recommendations <br /> and priorities; and identifying potential <br /> implementation strategies. <br /> Implementation of this Plan will occur over the <br /> next 10 years and beyond. Implementation will <br /> predominantly utilize existing processes(e.g., <br /> annual budgeting and the Capital Improvements <br /> Program)to effect change.
