("1 Plan Framework <br /> As part of the preparation of the San Marcos <br /> Parks, Recreation, and Open Space Master Plan <br /> ("this Plan"), an evaluation of existing conditions <br /> was undertaken for the parks, recreation, and <br /> open space areas in San Marcos.
