Prioritization Time Frames <br /> As identified in Figure 4.2, Levels of Priority,there are three specific time frames for <br /> which actions will be implemented during the horizon of this Plan.They include. <br /> • High Priorities <br /> • Moderate Priorities <br /> • Longer-Term Priorities <br /> Figure 4.2,Levels of Priority <br /> High Actions which are intended to be started within the next one to <br /> three years(2019-2021). Frequently,these actions will be started and <br /> Priorities completed within this time.Although, it is not unusual for actions to be <br /> : started in this time frame and completed over time. These are the City's <br /> • .,. - , top priorities for implementation. <br /> Moderate Actions which are intended to be started within the next four to six <br /> years(2022-2024). Some of these actions may become the top priorities <br /> Priorities determined in the City's next Parks, Recreation, and Open Space Master <br /> Plan update. <br /> LLoner-Term Actions which are supposed to continually lead the City to its ideal future <br /> onger-Term parks and recreation vision. Most of these actions are supposed to be <br /> Priorities applied over the long-term (2025-2027+)and will be further prioritized in <br /> later Plan updates. <br /> Prioritization Criteria <br /> Note that the prioritization presented in this Plan is intended to direct staff and <br /> Council actions, and any element may be started earlier than recommended if unique <br /> circumstances or opportunities occur. Prioritization is derived using the subsequent <br /> criteria: <br /> • Level of need created from public feedback(online survey results, stakeholder <br /> meetings, public open house, etc.) <br /> • Level of need based on the needs assessment <br /> • Capacity of the City to fund implementation <br /> • Capacity of the City to sustain operations <br /> • Site assessments of existing park facilities in the City <br /> Starting on page 146,Table 4.2, Prioritized Implementation Action Plan, shows a summary <br /> of the City's high, moderate, and longer-term priorities. Elements meeting the majority of <br /> the criteria were categorized as very high priority elements and are to have the highest <br /> level of attention over the next one to three years.All actions are prioritized, though <br /> longer-term actions should be re-evaluated and re-prioritized during the next Plan <br /> update. <br /> 4100 Table 4.2, Prioritized Implementation Action Plan, shows a list of actions by their title.
