O <br /> PARK FACILITY LEVEL OF SERVICE <br /> Comparing the existing and target levels of service for <br /> recreational facilities serves to evaluate not only the need for <br /> enhancements to the parks system, but also the number and <br /> location of park land in the City.This evaluation ensures that as <br /> the population increases, sufficient recreational opportunities <br /> are provided. <br /> Summary of Park Facility Needs <br /> Current deficiencies in the park system include picnic pavilions, <br /> picnic facilities, and splash pads(see Table 3.5, Target Level of <br /> Service for Park Facilities). Due to extended high temperatures in <br /> Texas,water amenities are an important asset in parks. Splash <br /> pads are growing in popularity across the country and currently, <br /> there is only one splash pad in San Marcos.
