OTHER ISSUES <br /> Cape's Dam is located near Stokes Park on the San Marcos River. In <br /> 2014,the City acquired Capes Dam as part of the Woods Apartment <br /> Project through park land dedication. In March 2016, City Council <br /> voted to have the dam removed.Several organizations including <br /> the Texas Parks and Wildlife Department(TPWD),the United States <br /> Army Corps of Engineers(USACE),and the Texas General Land <br /> Office(GLO)have expressed concerns about the safety of the dam, <br /> sound ecological environment, aquatic connectivity,the passage <br /> of organisms and sediments,and it's continuing impact on natural <br /> resources.Since the dam is in poor condition, it either needs to be <br /> repaired or removed.A large number of citizens, members of the <br /> scientific community,and organizations such as the San Marcos <br /> River Foundation and TPWD support removal of the dam. Many <br /> paddlers have argued that the dam is a hazard to navigation and the <br /> river should be restored to a natural condition;although,the Texas <br /> Historical Commission(THC)has stated that the dam is eligible for <br /> listing as an historic landmark. <br /> Moving forward,the City will need to work with area partners to <br /> determine the future of this important resource along the San Marcos <br /> River. Recommendations have been made by state and federal <br /> agencies,as well as by conservation groups,to remove Cape's Dam <br /> based on environmental and ecological grounds.
