City Council Meeting Minutes June 4, 2019 <br />and there is currently no drainage project identified within their 10 Year <br />Capital Improvement Plan (CIP). <br />Tom Taggart, Executive Director of Public Services, addressed some comments <br />regarding the drainage concerns. Council inquired about the possibility of an <br />entire sidewalk being reconstructed after if it installed if a drainage system is <br />needed. Mr. Taggart explained the drainage system is typically on the street <br />and although there could at times be sidewalk panel disruption, the entire <br />sidewalk would not need to be reconstructed. <br />Discussion was held about safety issues and ADA compliance of sidewalks. Mr. <br />Avila indicated that ADA requires a minimum of 3 feet for sidewalks, but the <br />City of San Marcos requirement is 5 feet. Council asked if we could have more <br />flexibility with these requirements and look at our policy. In certain instances <br />and locations within the City, a 3 foot sidewalk may be a better option. <br />Council provided direction to send the Sidewalk Implementation Plan to the <br />Multimodal Council Committee. <br />Lisa Marie Coppoletta asked Council to issue a stop order. <br />19. Hold discussion regarding the process in which recommendations are made regarding <br />Arts Projects Funding; the composition of the Mural Arts Program Committee; and <br />provide direction to City Manager. <br />Discussion was held regarding all Art Projects funding and what comes to <br />Council for approval of expenditure of funds. <br />Currently, funding recommendations by the Human Services Advisory Board <br />and the grants in amounts of less than $5,000 each recommended by the <br />Commission for Children and Youth come to Council for approval. Funding <br />requests recommended by the Arts Commission for Arts and Events does not <br />come to Council for approval, nor do the recommendations for Mural Arts <br />Projects. Funding requests for Permanent Art, as recommended by the Arts <br />Commission do come to Council for approval. <br />Discussion was held regarding the two types of grants awarded by the Arts <br />Commission for which funding does not come to Council for approval. No <br />direction was provided to change this process. <br />The Mural Arts Committee began as a graffiti abatement program through <br />staff and works with the Arts Commission. This is handled at an operational <br />level and funding requests are not brought before Council for their approval. <br />City of San Marcos Page 12 <br />
