Receive a Staff Presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2019-69R, approving Substantial Amendment No. 8 to the Community <br />Development Block Grant -Disaster Recovery (CDBG-DR) Action Plan to add Owner <br />Occupied Housing Reimbursement Activity to the CDBG-DR Action Plan and to <br />reallocate funds between certain activities and budgets; authorizing the City Manager to <br />act as the Official Representative of the City in matters related to the CDBG-DR Program <br />and Action Plan; and declaring an effective date; and consider approval of Resolution <br />2019-69R. <br />Stacy Brown, Housing and Community Development Manager, provided a <br />recap of Substantial Amendment No. 8 to the Community Development Block <br />Grant -Disaster Recovery (CDBG-DR) Action Plan. <br />Council approved the original CDBG-DR Action Plan in 2016. There was a <br />refinement of Infrastructure Projects with a shortfall of $19 million, There were <br />no eligible applications for Rental Rehab, On April 16th Council requested <br />Reimbursement Program, staff revised Amendment #8 to include a <br />Reimbursement Program, and a Work Session was held May 7, 2019 to review <br />proposed Amendment #8. <br />Ms. Brown spoke on the infrastructure projects and the funding sources for <br />these projects. Ms. Brown briefly outlined the Single Family Owner Occupied <br />Housing Reimbursement Program requirements. <br />Mayor opened the Public Hearing at 6:54 p.m. <br />Those who spoke: <br />Albert Sierra, Housing Authority Manager, expressed his support of this <br />reimbursement program for the residents. Many were told they were not <br />eligible, but now they are being told they are eligible. The Housing Authority <br />City of San Marcos Page 6 <br />
