City Council Meeting Minutes June 4, 2019 <br />has all the documentation to show their eligibility for reimbursements and it <br />has been over nine months. The residents may not be able to show their <br />documentation, like the Housing Authority has done, and he is concerned <br />reimbursement will not happen for them. He asked that Council please seek <br />waivers for these residents so they don't have to come up with receipts to show <br />the repairs. <br />Ruben Garza, Director of Southside Community Center, echoed the comments <br />made by Mr. Sierra regarding the frustration of not putting this reimbursement <br />policy in place initially. The Southside Community Center expended over <br />$200,000 to help with the first 10 houses, but they don't qualify for <br />reimbursement because they don't own the property. He is willing to submit all <br />receipts and place the homeowners name on these so they can be reimbursed. <br />He also addressed his concern on the timeline of reimbursing funds and when <br />to spend the money. These are big issues and not just the fact that residents are <br />waiting, they truly believe they will not get reimbursed. He is not trying to be <br />negative just trying to practical and realistic. <br />Lisa Marie Coppoletta, stated that she has not missed one flood recovery <br />meeting since the beginning. The first one had over 300 people and all public <br />officials in attendance. The last two meetings she attended she stated the paper <br />was inaccurate regarding the number of people that attended. She stated the <br />meeting at the Fish Hatchery was not ADA accessible and very difficult for <br />people to attend. The timeline of all the outreach identified has not been <br />effective. People have lost hope and she feels bad for her neighbors that have <br />been flooded out and still don't have HVAC and countertops. Flood Recovery <br />has been amended 8 times, that is a lot. She spoke about giving money to <br />citizens without all the red tape. These funds could come from the money we <br />gave to AECOM and the money set aside from the Woods Apartments. This <br />has devastated the life of these residents. <br />Ruah Gleason, did not see the half million dollars for reimbursement and <br />asked why is it now lumped in and asked what it will be used for? Why is this <br />mitigation money from the developer of the Woods subjected to HUD <br />funding? She is losing hope. <br />Roland Saucedo, addressed his concerns regarding the outreach and how it has <br />been handled with this reimbursement policy. We need to ask HUD to give the <br />City discretionary authority to allow more people to qualify for <br />reimbursement. He addressed income differences between San Marcos and <br />residents from Austin or San Antonio. Our residents fall short of income when <br />City of San Marcos Page 7 <br />
