<br />254. <br />Special Meeting <br /> <br />September 17, 2001 <br /> <br />Page 2 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1,253 <br />ACRES, MORE OR LESS, INCLUDING LAND IN THE VICINITY OF THE <br />2400-3000 BLOCKS OF HUNTER ROAD AND THE 100-500 BLOCKS OF <br />MCCARTY LANE, AND THE WILLOW CREEK, RIDGE AT WILLOW <br />CREEK, RIDGE AT STONE CLIFF, LAUREL ESTATES, TURKEY HOLLOW <br />AND QUARRY SPRINGS SUBDNISIONS (SOUTHWEST SAN MARCOS <br />TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTNE DATE. <br /> <br />Ms. Hughson opened the public hearing and asked the speakers who were signed up to <br />speak to line up and be prepared to approach the podium to speak. (1) Mr. Staton spoke on <br />how he was opposed to the annexation and he requested the results of all the petitions filed. <br />He also stated to his understanding the last subdivision annexed was Westover, he wanted <br />to know if they have received all of the City services, they were promised. (2) Mr. <br />Neuhaus spoke in opposition to the annexation area which he says is the finest section with <br />independent and great neighborhoods, who do not want all the regulations, fees and <br />permits the City requires. (3) Mr. Sones from Willow Creek subdivision stated he and his <br />wife were opposed to the annexation and so are 87% of the people who signed the petition. <br />He urged the City Council to listen to the will of the people. (4) Mr. Bryant asked if the <br />sewer lines would follow the Willow Springs Creek and has TNRCC approved this. (5) <br />Mr. Nusbaum stated that the City is not offering anything they do not already have now. <br />(6) Ms. Cheeseman stated she felt like this was taxation without representation. She also <br />stated she does believe in annexation but at start of development, not when it becomes a <br />profitable prize. (7) Mr. Smith stated he could not find the notice in the newspaper and he <br />was disappointed in the turn out tonight. He also stated if he thought this annexation was a <br />good thing then it would be okay, but he is opposed to this annexation. (8) Col. Dishman <br />gave a Petition to Mr. Gilley and inquired the amount of money the City spent on the <br />colored brochures. He also asked if the City has given thought about the money it would <br />take for the additional Police Officers and an additional district for the Fire Department <br />and the extra personnel. (9) Mr. McNair stated he bought a lot in Willow Creek and is <br />building a home and cannot find a good reason for this annexation. He reminded the City <br />Council to do no harm and simply do not do it. (10) Mr. Kotowski asked the City Council <br />not to go against Thomas Jefferson's advice. (11) Mr. Samp stated he was opposed to the <br />annexation along with 95% of the people being annexed. He asked the City Council to <br />delay this annexation until they could him something for his tax money. (12) Mr. Zatopek <br />stated he is a resident of Turkey Hollow and knows the primary reason for the annexation <br />is to expand the tax dollars and is opposed to the annexation. (13) Ms. Scodas stated she <br />votes no to the annexation. (14) Mr. Goldsmith stated he likes the country for its freedom <br />and is against the annexation. (15) Mr. O'Bryant stated he is against all the permits, Codes <br />and Regulation the City has and is opposed to the annexation. (16) Mr. Murray inquired to <br />the number of petitions the City Council has received opposing the annexation. (17) Mr. <br />Bullock stated he was against the annexation, the residents should have something to say <br />about this matter and be listened to. (18) Mr. Clark stated he was against the annexation <br />and would like to hold onto his money. He asked the City Council whom do they answer <br />
