<br />255. <br /> <br />Special Meeting <br /> <br />September 17, 2001 <br /> <br />Page 3 <br /> <br />to when they violate their promises and if this area is annexed, could it be de-annexed. <br />(19) Mr. Schmick stated he was against the annexation and dose not care to live in the City <br />limits. He inquired to the value amount hi's house would decrease. (20) Mr. Doizer stated <br />he was against the annexation because it would mean he would have to pay an additional <br />$1000 a year. He also inquired about a 3rd Public Hearing. No one else wished to speak, so <br />Mayor Pro- Tem Hughson closed the public hearing. <br /> <br />Mayor Pro- Tem Hughson asked Mr. Gilley to answer the questionsraised during the public <br />hearing. Mr. Gilley stated to the question in reference to results of the percentage <br />opposing annexation in the petitions the City Council have received, Willow Creek petition <br />opposing annexation is 87% and Quarry Springs 100%. Mr. Gilley stated the last <br />subdivision annexed was Westover 15 years ago and he did not have a Service Plan with <br />him to be able to answer what residents of Westover were promised. Mr. Gilley asked Mr. <br />Patterson to answer the question on how the annexation would effect the minority. Mr. <br />Patterson stated the analysis he has is for both sides of Hunter Road, out of 1,600 people <br />1 % are Hispanic and the other categories are 1/10%. Mr. Taylor stated to the question <br />about de-annexation, if the annexed citizens feel the City has not provided the services in <br />the Service Plan, State Law does provide a de-annexation request option. Mr. Gilley stated <br />to the question about adequate Police Officers, the City Council received a report that <br />notes we could need Police Officers added. Mr. Patterson was called on to answer the <br />Wastewater questions, Mr. Patterson stated TNRCC has not yet been contacted do to the <br />stage of the process and if the City chooses to annex TNRCC would be contacted. Mr. <br />Patterson stated to question about the 300-foot Wastewater connection time frame, the City <br />Council could set a time frame for good systems and even allow some systems to be <br />grandfather. Mr. Patterson also stated the City Council could meet a middle ground to <br />meet the needs of the people who need connection now. <br /> <br />Mayor Pro- Tem Hughson introduced a discussion regarding directing the staff regarding <br />the proposed Southwest San Marcos Annexation. Mr. Cox stated we should go ahead and <br />have the second Public Hearing as planned. Mr. Mayhew stated the discussion should be <br />held at the first reading of the Ordinance. There will be no discussion item on the agenda <br />for the next Public Hearing. Ms. Hughson announced the 2nd Public Hearing would be <br />held on Monday, September 24,2001 at the Southwest Market at 6:00p.m. <br /> <br />The meeting adjourned at 8:43 p.m. on motion made by Mr. Mayhew and seconded by Ms. <br />Tatum. <br /> <br /> <br /> <br />David Chiu <br />Mayor <br /> <br />Ed Mihalkanin <br />Council Member <br /> <br />
