It was consensus of Don Smith indicated most residents of this area were on septic tanks. There would be future costs to the City to place these residents on the wastewater system, and the City and some residents would need lift stations. There would be long term costs to the City to proceed with this annexation. Ms. Hughson then closed the public hearing. James Johnson stated he would like to speak again. Ms. Hughson reopened the public hearing for Mr. Johnson to speak. Mr. Johnson asked if the annexed area would be charged pay-as-you-go charges. Mr. Johnson stated if the first year the City provided services to one-third of the annexed area, actual costs would be charged to that area, and the remaining two-thirds would be exempt until they receive the service. Mr. Johnson also asked if each citizen in the annexed area could be provided a copy of what the Council adopts and if the City retains what is adopted as a permanent record for future City Councils and City employees to know what was adopted. Billy McNabb stated the City's only motive to annex this area is to generate money. He stated legislative changes were adopted recently that will be in effect next September, and he understood that is why the City is proceeding with the annexation now, before the new laws are effective. He stated the City has been high-handed, and he thanks the Council for denying this Ordinance. Ms. Hughson closed the public hearing again.
