There would be long term costs to the City to proceed with this <br />annexation. Ms. Hughson then closed the public hearing. James Johnson <br />stated he would like to speak again. Ms. Hughson reopened the public <br />hearing for Mr. Johnson to speak. Mr. Johnson asked if the annexed area <br />would be charged pay-as-you-go charges. Mr. Johnson stated if the first <br />year the City provided services to one-third of the annexed area, actual <br />costs would be charged to that area, and the remaining two-thirds would be <br />exempt until they receive the service. Mr. Johnson also asked if each <br />citizen in the annexed area could be provided a copy of what the Council <br />adopts and if the City retains what is adopted as a permanent record for <br />future City Councils and City employees to know what was adopted. Billy <br />McNabb stated the City's only motive to annex this area is to generate <br />money. He stated legislative changes were adopted recently that will be <br />in effect next September, and he understood that is why the City is <br />proceeding with the annexation now, before the new laws are effective. He <br />stated the City has been high-handed, and he thanks the Council for <br />denying this Ordinance.
