(8) Robert Habingreither stated he has lived in Laurel Estates for <br />23 years. He stated he attended an information session two weeks ago. <br />Mr. Habingreither stated he is the President of the Homeowner's <br />Association in Laurel Estates. They have taken a poll and there is no <br />interest in being annexed. They would like time to circulate a petition <br />in their neighborhood. He does not believe the City has a good track <br />record and wants the City to please leave them alone. (9) James Faubion <br />stated he lives in Laurel Estates and attended one of the information <br />sessions. He stated he has not heard anything positive and there are no <br />advantages to their neighborhoods being annexed. He stated it would be a <br />great cost to the City to annex this area to provide wastewater hookups, <br />police, etc. and thinks the cost would outweigh the benefits to annex. <br />(10) Sterling Rogers stated he lives in Laurel Estates and moved out of <br />the City thirty years ago when the City let his neighborhood become a <br />slum. He stated there are no advantages to being annexed. He stated his <br />biggest concern is sewage. He is opposed to this annexation. (11) Bill <br />Taylor stated opposition to this annexation had been adequately stated <br />tonight. Mr. Taylor stated he has resided in Turkey Hollow for thirteen <br />years. He stated there is an obvious majority opposed to this annexation, <br />and he hopes the Council will vote against it. (12) Ernest Murry <br />expressed continued distress with the process. He stated there continues <br />to be no dialogue with the Council. He stated concerning the letter from <br />the Council of Neighborhood Associations regarding this annexation, he had <br />spoken with Mr. Mooney, who advised him no minutes had been taken of that <br />meeting. Mr. Mooney also advised him 24 or 25 present had voted in favor <br />of the annexation. He stated the annexation tax base may help the City <br />get through some immediate problems, but there would be big future expense <br />to maintain this area. (13) Wayne Holland stated he retired 7-1/2 years <br />ago and moved to this area. He stated a petition had been circulated in <br />their neighborhood with 98 or 99% majority opposing this annexation. He <br />stated at least 90% of this area vote. He stated he would become <br />political and find candidates to defeat the present Council. (14) Don <br />Smith - already spoke. (15) Randy Lawrence stated he was against this <br />annexation for all the reasons expressed by others at this public hearing. <br /> <br />Mr. Ron Patterson advised he was present to answer any process questions <br />regarding implementation of the service plan. Mr. Patterson advised a <br />Draft Service Plan has been prepared and is a rather skeletal plan. The <br />Council can add to this plan but cannot take away anything provided in <br />this plan. Mr. Patterson stated Staff will work with the Council to <br />define implementation of the service plan. Mr. Patterson stated any <br />capital improvements will have a period of time to be implemented. Robert <br />Habingreither asked if the Council could slow down the annexation process <br />and allow a petition to be circulated. He wanted to know if the Service <br />Plan would earmark when services would be provided to this area. Mr. Mark <br />Taylor stated there can be no contract but the service plan can address <br />and earmark services to be provided to an area. Ms. Hughson asked the <br />Council what they were interested in addressing next. Mr. Mihalkanin <br />stated he would like to allow speakers to speak again who had not been <br />
