Ms. Hughson asked where will more roadway come from, and <br />Mr. Avila stated we will try to get this from undeveloped area. Ms. <br />Hughson asked where will bike lanes be, and Mr. Avila stated on the east <br />lane, with a sidewalk on one side and hike and bike co-existing on the <br />other side. Mr. Mayhew stated he thinks 10' lanes would be a problem. <br />There are many wide vehicles and he does not necessarily think people will <br />drive slower. For safety reasons Mr. Mayhew stated he would not want us <br />to use smaller width lanes. Ms. Hughson stated she would rather see the <br />project have 4 lanes undivided. Mr. Mayhew asked Mr. Avila if the project <br />would be done in phases, and Mr. Avila stated it could be approached in <br />different ways to have the least amount of traffic impact. He stated they <br />had not yet addressed construction phasing. Mr. Mihalkanin stated he <br />thought 10' lanes would be less safe with larger automobiles. He stated <br />he thinks four lanes will increase speed and thinks this will create a <br />problem. Mr. Avila stated there are no plans to take r.o.w. from the <br />Castle Forest side, and they will try to use existing easements as much as <br />possible. Ms. Hughson stated the original plan was for the reconstruction <br />of two lanes. Ms. Hughson asked if there were any plans for stop signs <br />and no parking signs on Craddock, and Mr. Avila stated that is possible. <br />He stated if they were warranted, they would be installed. Ms. Hughson <br />stated children need to be able to safely cross the street. Mr. Cox <br />stated these have been long term goals to move traffic, address safety and <br />beautify the City. He prefers four lanes divided. Mayor Chiu agreed. <br />Ms. Hughson asked Mr. Gilley where additional funds would come from as <br />these funds are not now budgeted, and Mr. Gilley stated there are funds in <br />CIP and possibly from Certificates of Obligation. He stated basically an <br />additional $1 million is needed for four lanes divided. Ms. Tatum stated <br />she would be in favor of four lanes undivided and Ms. Hughson stated she <br />would be in favor of four lanes undivided. Mr. Montoya was in favor of <br />two lanes and does not think there will be sufficient traffic to warrant <br />four lanes. Messrs. Mihalkanin, Mayhew, Cox and Mayor Chiu were <br />interested in pursuing the four lanes divided alternative. <br /> <br />Mayor Chiu introduced a discussion regarding acceptance of DeZavala Street <br />for City maintenance and direction to Staff. Mayor Chiu stated this <br />street is used by citizens as a thoroughfare from Highway 123 to Staples. <br />Ms. Hughson asked if the street meets the City's standards for width and <br />drainage, and Mr. Gilley stated yes. Ms. Hughson stated if the City <br />accepts maintenance of this street, we should require the School District <br />in the future to construct streets to the City's standards. Mr. <br />Mihalkanin stated he is interested in pursuing this and wants to know if <br />the street meets our standards. The Council requested this be agendized <br />again and for Staff to find out if the street is to City standards. <br /> <br />Mayor Chiu introduced the City Council's Report. (1) Mr. Mayhew stated <br />either people do not read the detour and one-way signs or cannot see the <br />signs on Holland Street. He stated the City needs to have neighborhood <br />meetings to give updates on the progress of streets. Ms. Anderson stated <br />that is an excellent idea, and Staff will have one right away.
