<br />Mayor Chiu introduced Item 11, an Executive Session pursuant to the
<br />Government Code, Section 551.086, to deliberate the offer of a financial
<br />or other incentive to a business prospect with which the City is
<br />conducting economic development negotiations (Outlet Mall area). Mr.
<br />Mihalkanin moved to adjourn into Executive Session at 8:23 p.m. and Ms.
<br />Hughson seconded the motion, which passed unanimously.
<br />
<br />Mr. Mihalkanin moved to reconvene at 9:16 p.m. and Ms. Hughson seconded
<br />the motion, which passed unanimously.
<br />
<br />Mayor Chiu then introduced for consideration Item 10, approval of an
<br />Ordinance on first reading, the caption which was read as follows:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />AMENDING SECTION 22.014 OF THE CITY CODE TO ADOPT STANDARDS FOR THE
<br />PLACEMENT OF MONUMENTS IN THE CITY CEMETERY, AND TO CLARIFY
<br />MAINTENANCE RESPONSIBILITY FOR MONUMENTS IN THE CITY CEMETERY;
<br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
<br />
<br />Mr. Cox moved for approval of the Ordinance on first reading and Ms. Tatum
<br />seconded the motion, which passed unanimously.
<br />
<br />Mayor Chiu introduced for consideration approval of minutes of the
<br />Emergency Meeting held September 13, 2001, approval of minutes of the
<br />Special Meeting held September 14, 2001, approval of minutes of the
<br />Special Meeting held September 15, 2001, approval of minutes of the
<br />Regular Meeting held September 17, 2001, approval of minutes of the
<br />Special Meeting held September 17, 2001, approval of minutes of the
<br />Special Meeting held September 24, 2001, adoption of six Ordinances on
<br />third and final reading, and adoption of fifteen Resolutions on consensus.
<br />The Council removed Items 26 and 38, adoption of Resolutions, to be
<br />considered separately. Mr. Mayhew moved for approval of the minutes of
<br />the Emergency Meeting held September 13, 2001, approval of minutes of the
<br />Special Meeting held September 14, 2001, approval of minutes of the
<br />Special Meeting held September 15, 2001, approval of minutes of the
<br />Regular Meeting held September 17, 2001, approval of minutes the Special
<br />Meeting held September 17, 2001, approval of minutes of the Special
<br />Meeting held September 24, 2001, adoption of the six Ordinances on third
<br />and final reading, adoption of twelve Resolutions and to table Item 25,
<br />adoption of Resolution, on consensus and Ms. Tatum seconded the motion,
<br />which passed unanimously (Ms. Hughson abstaining to Item 25 and Messrs.
<br />Mihalkanin and Montoya and Ms. Hughson abstaining to Item 30). The
<br />captions of these Ordinances and Resolutions read as follows:
