Regular Meeting

October 22, 2001

94.
Page 9

as his home is ninety years old. He stated he would not use the exemption
but wanted to abstain from voting on the matter. Ms. Hughson stated she
has the same issues as Mr. Mayhew. She stated if the exemption is not put
in place, we may lose some historical structures, and she will have to
consider this. Mr. Cox stated he did not have any problem with giving a
break to historical homes. He thinks offering the incentive will be good
for the community, and that we should do this. On roll call the following
vote was recorded:

AYE:
NAY:
ABSTAIN:

Montoya, Hughson, Chiu, Cox.
Mayhew, Tatum.
Mihalkanin.

Mayor Chiu introduced for consideration Item 20 removed from the consent
agenda, adoption of a Resolution, the caption which was read as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
APPROVING AN AGREEMENT BETWEEN THE CITY AND HRM CONSULTANTS, INC. FOR
THE PROVISION OF REAL ESTATE ACQUISITION SERVICES IN CONNECTION WITH
THE CRADDOCK AVENUE (FORMERLY BISHOP STREET) PAVING AND DRAINAGE
IMPROVEMENTS PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS
AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE.

Mr. Mayhew moved for adoption of the Resolution with the amendments and
Ms. Tatum seconded the motion. Mr. Mihalkanin stated when amendments are
brought forward, he thought a discussion was needed before voting to
assure everyone was comfortable with the changes before the vote. The
Council voted unanimously for adoption of the Resolution.

Mayor Chiu introduced for consideration Item 21 removed from the consent
agenda, approval of set Council meeting dates for November, 2001. Ms.
Hughson moved for approval of November 5 and 19 for Regular and November
26 for Special and Mr. Mayhew seconded the motion. The Council noted
several time conflicts with the meetings dates suggested, and Ms. Hughson
withdrew her motion and Mr. Mayhew his second. Mr. Mihalkanin then moved
to set the Regular Meeting dates for November for November 13 at 7:00 p.m.
and November 26 at 7:00 p.m., and Special Meeting dates for November 5 at
7:00 p.m. and November 19 at 6:00 p.m. and Ms. Hughson seconded the
motion, which passed unanimously (See Page 10 of these minutes for a
change: November 13 at 7:00 p.m. was changed to November 15 at 7:00
p.m.) .

Mayor Chiu introduced Item 12 from earlier in the meeting to be considered
at this time, adoption of a Resolution, the caption which reads as
follows;

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
NOMINATING CANDIDATES AND SEEKING THE ENDORSEMENT BY THE TEXAS
MUNICIPAL LEAGUE FOR COMMITTEES OF THE NATIONAL LEAGUE OF CITIES; AND
DECLARING AN EFFECTIVE DATE.
