Mayor <br />Chiu filed a disclosure affidavit-real property with the City Clerk and <br />left the Council Chambers. (1) Don Smith of Willow Creek stated he was <br />one of 500 disgruntled property owners. He stated the Council is being <br />misled by Staff regarding the Southwest San Marcos Tract annexation. He <br />stated petitions for disannexation will be presented when they do not <br />receive wastewater services. He stated Councils come and go, and <br />management stays and encourages the need for growth. Mr. Smith stated <br />government is for the people. He stated this annexation will cause debt <br />that the revenues generated will never catch up to. (2) Acie Dozier of <br />Quarry Springs Subdivision stated there are no plans for the City to <br />extend wastewater services to subdivisions West of Hunter Road. He has <br />reviewed a drawing prepared by Engineering of a proposed line into Quarry <br />Springs. He stated to be connected to City services would be very costly <br />for him and reviewed his estimates with Council. Some of his expenses <br />included connecting to the line at the street, replacement of his <br />sidewalk, sprinkler system, sewer and tap fee, wastewater tax and property <br />tax totalling $17,104 the first year. He would have to abandon his <br />existing septic system. He stated this would be robbery and wants the <br />
